- General Work Description: This contract will focus on preparing a thorough Statewide programmatic Biological Assessment (BA) for the Federally Threatened Bald Eagle (Haliaeetus leucocephalus) and the Federally Endangered/Experimental Non-essential Whooping Crane (Grus americana) on Department of the Interior (USDI) Bureau of Land Management (BLM) managed lands (both surface and subsurface, i.e. mineral estate) in Colorado. The BA for these species will be prepared for re-initiation of Section 7 Consultation and Conferencing (Sec. 7) under the Endangered Species Act (ESA) with the USDI Fish and Wildlife Service (FWS) on up to eleven (11) of BLM's land use plans within Colorado. Land use plans for the BLM are called Resource Management Plans (RMPs). The majority of the work conducted on this BA will focus on mountain coniferous forest and lowland riparian woodlands throughout the state of Colorado. This BA will assess impacts to these species for actions conducted on surface lands managed by or actions granted by the BLM. The BA will be prepared in such a way that the various impacts affecting these species and resulting analysis can be "pulled" from the BA documents and placed in any individual RMP as appropriate. The contractor will be required to furnish all labor, supervision, travel, equipment, supplies, materials, and other incidentals to complete this project. There will be a 201-calendar day performance period for the completion of the BA. The estimated cost of this Biological Assessment is less than $50,000.00. The solicitation will be posted on 22 August 2002.
