Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD, has a requirement for fabrication and testing of aluminum and steel fatigue test specimens to provide input data to a probabilistic strain-life model. NAVAIR requires that the contractors quality control methods be accredited to NADCAP AS7101 and ISO/IEC 17025 standards for test specimen preparation, and low and high-cycle fatigue testing. The contractor will be required to fabricate test specimens using an accredited low-stress grinding and polishing procedure, with the specimens conforming to ASTM E606, ASTM E466 and NAVAIR 4.3 specific dimensions, tolerance and surface finish requirements. The contractor is required to perform low-cycle and high-cycle fatigue testing of fabricated specimens to ASTM E606, ASTM E466 and NAVAIR 4.3 specific dimensions, tolerance, and surface finish requirements. Load-strain and cycle count history data for all strain-controlled tests to be digitally recorded in a format compatible with NAVAIR fatigue data analysis software. This is a notice of intent to request a proposal and negotiate with Metcut Research Incorporated, 3980 Rosslyn Dr., Cincinnati, OH, 45209-1196 on an other than full and open competitive basis. The government intends to negotiate on a sole source basis with Metcut Research. Metcut Research has previously performed fatigue specimen fabrication and testing for the government in support of probabilistic strain-life research, and is the only independent test lab to complete a government-sponsored test trial to ensure that their fatigue specimens and test data meet NAVAIR requirements for consistency and repeatability. The proposed action will be a Cost Plus Fixed Fee (CPFF) contract with an estimated value of $101,000.00. The period of performance will be 12 months from date of contract award. This notice is not a request for competitive proposals, and no solicitation document is available. See Note 22.
