Description
NAICS Code: 541620 This is a notice to award a Sole Source Purchase Order to the Department of Biostatistics, Harvard School of Public Health, Boston, MA 02115. Dr. Louise Ryan, a biostatistican with Harvard School of Public Health will be tasked to accomplish the following tasks: 1). Perform Bench Mark Dose (BMD) analyses of the German neurotoxicity study, 2). Perform BMD Analyses of the Dutch Developmental Study, 3). Perform BMD Analyses of the Lake Ontario Reproductive Study, 4). Perform an integrative analysis across studies for the neuropsychological endpoints and within studies for domains (behavior, immune function and thyroid function). She will prepare a draft document of approximately 50 pages and a final report. Dr. Ryan is uniquely qualified to perform these tasks. She has prior experience in supervising BMD analyses of a number of neuropsychological endpoints from three epidemiological studies on the effects of developmental methylmercury exposure for the National Academy of Sciences. She performed an integrative analysis of all three studies. Dr. Ryan devleloped the unique and innovative methodology for the integrative analysis. She is the only person in the United States who has this specialized expertise, and therefore the only person qualified to successfully complete this requirement. This notice is not a request for proposal nor a solicitation for offers. However, any firm believing itself capable of meeting EPA's requirements may submit technical documentation to establish the potential of complying with the Statement of Work within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order is solely within the discretion of EPA. This acquisiion is being processed under FAR Part 13.
