Duration Upon work assignment approval through September 30, 2003. IV. Background Title IX of the Clean Air Act Amendments of 1990 requires EPA to assess the ecological and human health impacts of Title IV. EPA is also required under the CAAA section 812 to assess the environmental and human health benefits of the entire CAA. EPA determined in December 2000 to regulate mercury emissions from coal and oil fired power plants, the same sources that contribute a large percentage of acid rain precursor emissions. In February 2002, the Bush Administration issued the ?Clear Skies Initiative? that would develop a cap and trade program to achieve significant reductions in mercury emissions from power plants. Therefore, EPA considers it reasonable and necessary to assess water quality, ecological and human health impacts of proposed legislation and other strategies to reduce emissions of mercury and acid rain precursors from power plants. Furthermore, EPA is required by OMB to include cost and benefit information in the Regulatory Impact Analyses provided with each proposed rulemaking. The Assessment and Communications Branch (OAR-Clean Air Markets Division) has the responsibility to assess Title IV and proposed emissions reduction programs related to power generation. This work will assist EPA to analyze and assess information regarding the effects of mercury in the environment for use in quantitative or qualitative benefits analysis. V. Contract Level and Statement of Work Reference The tasks to be performed under this task order are consistent with the areas of analyses authorized in section ___ of the contract?s Statement of Work. VI. Statement of Work Tasks The contractor will plan, coordinate, run, and do appropriate followup activities for a small workshop. The purpose of the workshop is to gather scientists currently working in the field of mercury assessment in order to develop a plan to assess the environmental and ecological impacts of reductions in mercury emissions. In particular the workshop attendees will focus on identification of appropriate environmental or ecological indicators that will allow policy-makers to adequately assess environmental changes due to reductions in mercury emissions. The focus will be on proposed reductions in emissions from power generators, and include methods to identify current conditions ( a baseline) as well as future conditions. The workshop will be planned by a small planning committee that will include the Project Officer, a Society of Environmental Toxicology and Chemistry (SETAC) representative, a representative from the Ecological Society of America, and several scientists. The workshop will be invite-only with the invitee determined by the planning committee and be approximately 2 days in length. Deliverables will include the workshop, a report to EPA of workshop results, a manuscript submitted to a SETAC or other comparable publication outline on the workshop conclusions, and a short summary article published in the ESA Bulletin or other comparable publication.
