Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Line Item No. 1 - The contractor shall provide and install onsite at MSFC an industrial turntable for hydro blast operation. The industrial turntable shall be waterproof. It will be used in a high pressure (20,000 PSI @ 26 gallons per minute or 36,000 PSI @ 13 gallons per minute) water blasting environment. It shall include an eight foot diameter (plus/minus one foot diameter) top platen made from hardened stainless steel with at least a Rockwell ?C? hardness of 50. All lines shall be hard plumbed using stainless steel tubing with stainless steel flared joints. The platen shall rest on no less than six (6) air bearings; have rotational speed controlled remotely from 0.5 to 2.0 RPM; be air driven; have a six (6) ton capacity; have speed and position determined via encoder; have speed and position displayed in control room on a display to be furnished by the Government; and have position accuracy to within 0.25 of one degree. The table shall be easily moved via self contained air bearings for local positioning and shall also be easily moved over rough surfaces using forklift. The turntable shall have quick disconnects (or similar) in order to readily move it to another area using a forklift. The air requirements shall be approximately 100 SCFM, @ 60 PSI. The contractor shall provide and install an air prep panel that includes a double filter, regulator, drip leg, and lock out. The contractor shall install the controls in the control room. The skirt shall be made from stainless steel sheet. All components shall be made of corrosion resistant materials. The platen shall have from 4 (four) to 6 (six) channels that accept standard t-nuts for fixture hold down (the specifics will be agreed upon with the contractor). The contractor shall provide and install a dead-man switch in the control room. The control room is adjacent to the turntable room (one wall separation with feed-through ports). The contractor shall provide a detailed drawing (plus two copies) of the turntable and supporting systems. The contractor shall also provide two copies of detailed maintenance/servicing and care instructions. This information shall contain a list of parts and components and shall include the part numbers for the parts and components. Interested parties must submit with their quotation a drawing/sketch depicting the design/configuration/layout of their proposed turntable system along with a short narrative describing how it will satisfy the specifications/requirements. In addition, quotations shall include all required pneumatic and electrical hook ups and requirements for the proposed turntable system. Quotations that fail to include this information may not be considered for award. Quotations shall include all costs associated with this effort, including but not limited to travel, labor, supplies, and equipment. This is a ?turnkey? effort that includes electrical/signal and control work and possibly even modifications to MSFC's facility. Any required facility modifications shall be identified in the information submitted with the quotation. The contractor will be required to notify the Contracting Officer not less than 14 days prior to starting installation work at MSFC. Quotations are due by 4:30 p.m. local time on September 13, 2002. The provisions and clauses in the RFQ are those in effect through FAC 01-08. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334511 and 750, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Successful completion of the effort is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by COB, September 13, 2002, and may be mailed or faxed to the identified point of contact, and include solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.239.1, NFS 1852.211-70, and 1852.214-71. Reserve paragraph(s) (d), (e), (f), (h), and (i) in 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. Addenda to FAR 52.212-4 are as follows: MSFC 52.211-90, 52.232-90, NFS 1852.246-71, FAR 52.204-4, 52.211-15, and 52.247-34. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. FAR 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.225-3. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's specifications/requirements. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. See above for where to obtain copies of the form via the Internet. An ombudsman has been appointed - See NASA Specific Note "B". Prospective quoters shall notify this office of their intent to submit a quotation.
