Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 02EOIG341232 and is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. This solicitation is issued as a full and open competition. The Program Support Center, AOS, Division of Acquisition Management intends to award a simplified acquisition for e-learning mainframe training on behalf of the Office of Inspector General, Office of Audit Services. A firm-fixed price purchase order shall be awarded as a result of this solicitation. The e-learning mainframe training shall include upgrades/enhancements and (telephone)technical support. This requirement involves courses in three libraries. The three libraries are OS/390 Operations, Programming Languages, and Security. The training for OS/390 Operations shall include the following courses: 4400 ACS Operations; CA/1; CA/7; CA/11; CA OS/390 TCP/IP Network Management; CICS Concepts & Commands; CLISTS Introduction; CMOS; Control-D; Control-M; Control-T; DB2 Overview; ES/9000 Hardware Overview; HSM Overview; IMS Concepts & Commands; ISPF/TSO Introduction; ISPF Advanced; JCL Introduction; JCL Advanced; JCL for Power Users; JES2 Concepts & Commands; JES3 Concepts & Commands; JOBTRAC; MLPF Operations; z/OS for Operators; z/OS Architecture & Concepts; MVS Controls & Processes; System Generation & IPL's; Operating the MVS System; MVS Console Simulations; NCL Essentials; NET/Master Essentials; OMEGAMON Concepts & Commands; OPC/A Concepts & Facilities; OPC/ESA Fundamentals; OS/390 Introduction; Parallel Sysplex; Performance Monitoring; PR/SM Concepts & Facilities; SDSF Concepts & Facilities; SDSF Advanced; System Managed Storage (SMS); Utilities; Virtual Tape Server; VM Concepts & Facilities; VM/ESA Overview; VSAM Utilities; and VTAM Concepts & Commands. The training for Programming Languages shall include the following courses: Introduction to Programming in an IBM Environment; Introduction to IBM Enterprise Environment; Assembler S/390 Basic; Assembler S/390 Advanced; CICS Concepts & Commands; CICS Debugging & Dump Analysis; CICS Programming-Command Level; FileAID; COBOL; COBOL Basics; COBOL Arithmetic and Procedures; COBOL File Handling; COBOL Advanced; DB2 for Application Programmers; DB2 Database Administration; IBM COBOL for MVS; IMS Database Concepts for COBOL Programmers; Easytrieve Plus; FOCUS; PL/1 Programming; REXX Programming-Part 1; REXX Programming-Part 2; SAS Programming; Data Warehousing; and MQ Series. The training for Security shall include the following courses: ACF2 Security Server; ACF2 Overview and Identifying Users; How ACF2 Controls Access to Datasets; How ACF2 Controls Access to Resources; Defining Users and Protecting Datasets; Protecting Resources and Control Records; ACF2 GSO Options, Databases and Reports; How to use RACF; and RACF Auditor. Each library shall support up to 20 users. The period of performance is for 12 months. Delivery is FOB Destination to the Office of Inspector General, Office of Audit Services, located at 330 Independence Ave. SW, Cohen Building, Room 5746, Washington, DC 20201. A price analysis will be conducted to determine the fairness and reasonableness of the proposed price. The Government anticipates using the price analysis technique specified in FAR Part 15.305(a)(1), which allows the comparison of proposed prices received in response to the request for quotation. The following FAR clauses and provisions apply: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; The following FAR clauses in paragraph (b) of FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, will apply to the resultant purchase order: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.225-3 Alternate I, 52.225-13, and 52.232-34. In addition, FAR 52.227-19, Commercial Computer Software Restricted Rights is applicable to this acquisition. Accessibility Compliance Clause: All Electronic and Information Technology (EIT) must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.access-board.gov/sec508/508standards.htm). The following standards have been determined to be applicable to this requirement: 1194.31 Software applications and operating systems. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the EIT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future. Pursuant to FAR 52.232-34, Payment by Electronic Funds Transfer-Other Than Central Contractor Registration (May 1999), the Contractor shall designate a financial institution for receipt of electronic funds transfer payment. The designation shall be submitted in writing to the finance office: Program Support Center, Financial Management Services, Parklawn Building, Room 16A-12, Rockville, Maryland, 20857. All responsible sources may submit a quotation which will be considered by the agency. The quotation must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items. The full text of FAR 52.212-3 is accessable electronically at http://www.arnet.gov/far/. Quotations are due September 6, 2002, 5:00 p.m., EST.
