Description

The National Oceanic & Atmospheric Administration (NOAA), Mountain Administrative Support Center (MASC), Information Resources Division (IRD) proposes to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the Institute for Scientific Information, Philadelphia, PA for the backfile source data for the Science Citation Index Expanded Edition of Web of Science for the years 1977-1991. ISI's Web of Science is a unique research information source, featuring: *** Cited reference searches on all primary and secondary authors for any document type and the ability to seamlessly link to the documents *** Ability to combine searches thereby creating set combinations from the search history and combine a cited reference search with a general search.*** Related records search based on citation relationships *** Times cited linking allows tracking of the research subject through time *** Access to over 8,500 peer-reviewed scholarly journals. Institute for Scientific Information is the sole provider of Web of Science, and the only vendor that offers back year files for the Web of Science. No solicitation is available. Information submitted in response to this notice will be used solely to determine whether or not use of competitive acquisition procedures is in the best interest of the Government and must address qualification pertinent to this requirement. This acquisition is being conducted under FAR Part 13 (NTE $100K). The anticipated award date is September 16, 2002.
