Description
This is a combined sysnopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, aqs supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposwals are not being requested and a written solicitation will not be issued. The solicitation number is DEA-02-R-0043 and the solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation Circular FAC 08. The North American Industry Classification System (NAICS) is 334516 and the business size if 500. The Drug Enforcement Administration intends to issue a contract under the test program described in FAR 13.5 for the following: CLIN 0001 - Three (3) DigilAB IRB II Complete Bundle, to include IRDII II Spectrometer IRD Chemstation software, computer and gas chromotograph; CLIN 0002 - Three (3) Autosampler for 6890 GC, Agilent Model G1916A Autosampler includes controller, injector, 100 sample tray, communication cables, mounting bracket for 6890 and start up consumables; CLIN 0003 - One (1) Laser Printer for PC Systems (100-115V); CLIN 0004 Three (3) IRD II Workstation for WIndows NT, includes Pentium III, 1 GHZ, 256MB, RAM, 20GB Hard Drive, 8X CD-RW, Windows NY; CLIN 0005 - ONe (1) 17" Color Monitor Ultra VGA 0.25mm dot pitch; CLIN 0006 - Two(2) Dell 1503FP 15" Flat Panel Monitor: One (1) Year Standard Warranty.The Spectrometer must be specifically designed for the sole purpose of analyzing in real time effluent from gas chromatograph with source interferometer and detector optically matched to the sample dimensions determined by a flow cell interfaced to a capillary column. The spectrometer must utilize an air cooled ceramic source operating at 1400 degrees C, microprocessor controlled for excellent short and long term stability and dissipating less than 25 watts. The interfermeter must be a high throughput non air bearing Michelson interfermeter optically matched to a capillary column flow cell. The interferometer must yield double sided interferograms at 4,8 or 16 cm-1 resolution, with scan rates of 1.5, 3 or 4 scans/seconds respectively. The Spectrometer must include 100 ul gold lined light pipe via a short hear transfer zone. The only materials contacted by the effluents after leaving the column are gold and KBr. A second heated transfer zone must allow the effluent to be returned to the GC oven for analysis by a GC detector or MSD. The Spectrometer must include an MCT detector as standard, with the MCT detector element and focussing optics matched to the image of the end of the light pipe. The spectrometer must include temperature controllers to control the temperature of the transfer lines and the light pipe. Temperaures of the transfer zones and light pipe must be independently adjustable in 1 degree C increments from ambient to 300*C. Light pipe temperature shall be stable to within 0.1* C. The entire spectrometer must be of compact design taking up only 8 inches of linear bench space. The spectrometer must be able to be interfaced to a GS simultaneously with a mass spectrometer or MSD for simultaneous GC/IR/MS analysis of complex mixtures. The entire GC/IR/MS must be under the control of one computer for data collection and data processing. The spectrometer must yield the following sensitiity specifications: for a 5 ng injection of dodecane, the rms signal to noise will be better than 20:1, where the signal is the absorbance of the band at 2934cm-1 at 8cm-1 resolution with the light pipe temperature at 250*C. Delivery is to be made to the Drug Enforcement Administration, South Central Laboratory, 10150 East Technology Blvd., Dallas, TX 75220 and Western Laboratory, 390 Main Street Room 700, San Francisco, CA 94105-2018 within 60-90 days after award of contract. Inspection/Acceptance to be FOB Destination. The provisions at 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. The following FAR clauses called out in 52.212-5 are also applicable to the acquisition: 52.219-8; 52.222-26; 52.22-35; 52.222-36 and 52.222-37. For the purpose of 52.212-2, evaluation will be based in order of importance-technically acceptable. Offerors are required to provide a complete copy of the provision at 52.212-3, Deviation-Offeror Representations and Certification-Commercial Items; along with the offer via fax. The Government intends to make a single award to the responsive, responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government considering descriptive literature and price. Parties responding to this solicitation may submit their quote and descriptive literature in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.), but must include the following information: Company's complete mailing address and remittance address, discounts for prompt payment, if any (e.g. 1% 10 days), delivery/availability of products, in accordance with the Government's stated requirement, the Company's Dun& Bradstreet number and the Taxpayer Identification Number (TIN).
