Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08, 29 Jul 2002. This requirement is unrestricted; all responsible sources may submit a quote. The applicable North American Industry Classification System Code (NAICS) is 325120 and the size standard is 1000 employees. The Government intends to issue a pre-priced blanket purchase agreement (BPA) for Aviators Breathing Oxygen, Liquid Type, 99.5 percent minimum purity assay Oxygen. Item is to be provided in bulk delivery. Specifications are to be in compliance with MIL-PRF-02-27210, dated 1 August 1990 or most current supplement. Delivery will be made to Laughlin AFB, Texas on an ?as needed? basis for the period 01 Oct 02 through 30 Sep 05. Pre-load to be inspected by Government Quality Assurance Representative (QAR) before arriving at Laughlin AFB in accordance with MIL-PRF-02-27210. Potentially hazardous material. Estimated quantity per each fiscal year is 54,000 gallons. Method of payment will be Government Purchase Card. The provision at 52.212-2, Evaluation of Commercial Items, is completed as follows: The Government will award a BPA resulting from this solicitation to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Performance to include experience with other contracts of the same or similar nature, responsiveness (ability to meet delivery schedules) and quality of customer service. (2) Quoted delivery time for shipment of the LOX to Laughlin AFB, Texas for each call to be issued and (3) Price. Past performance and delivery time, when combined, is significantly more important than price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The following clauses and provisions are incorporated and are to remain in full force in any resultant BPA: FAR Clause 52.212-1, Instructions to Offerors ? Commercial Items (Oct 2000). It is incorporated by reference and applies to this acquisition. It is amended to read: Submit signed and dated offer to 47 CONS/LGCA, 171 Alabama Ave, Laughlin AFB TX 78843-5102, Fax (830) 298-4178, at or before 1630 (4:30 P.M) CST, 6 Sep 02. Submit dated quotations on company letterhead or quotation form. Please be reminded that the quotation must include past performance references, delivery time and price. Each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications- Commercial Items ? Alternate I (April 2002) with the quotation. If a copy of the provisions are needed, they can be found on http://farsite.hill.af.mil. FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items is incorporated by reference and applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contractor Registration (Mar 2000). The FAR Clause, 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Order?Commercial Items (Apr 2001) (DEVIATION) applies to this acquisition and is incorporated by reference. DFARS Clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Nov 2001) Deviation. 52.211-16, Variation in Quantity, (Apr, 1984). FAR Clause 52.211-16, paragraph (b) is completed as follows: The permissible variation shall be limited to 10 percent increase, 10 percent decrease, this increase or decrease shall apply to the total contract quantity. 52.211-17, Delivery of Excess Quantities, (Sep, 1989).
