Description
The Naval Air Systems Command (NAVAIR) intends to negotiate sole source firm fixed price delivery orders against BOA N00019-00-G-0176 with Northrop Grumman Corporation (NGC) St. Augustine, FL, for the development, integration and installation of structural and avionics components including the replacement of engine mounts on the F-14 aircraft. As sole designer, developer and manufacturer of the F-14 aircraft, the contractor may be required to provide associated engineering, Integrated Logistics Support (ILS), quality assurance, reliability and maintainability programs, testing, training and technical, administrative and financial data. Only NGC has the requisite knowledge, experience and technical data required to successfully complete development and integration of structural and avionics components including the replacement of engine mounts onto the F-14 aircraft without causing unacceptable delays in meeting the Navy's operational requirements and without substantial duplication of cost to the Government. Additionally, NGC maintains proprietary rights associated with the technical data for these efforts. Specifically, this procurement is to replace the engine mounts with new mounting hardware to reduce the loads on the F.S. 737 frame. Cracks have been found in fleet aircraft on both the engine mount and the F.S. 737 frame, and if these cracks grow to failure it could present a safety of flight issue. Modifications will consist of inspections, force retrofit of D6AC steel engine mounts with AerMet engine mounts with new mounting hardware, and performing fatigue life enhancing measures on the critical radius of the F.S 737 frame.
