- Description
- The Internal Revenue Service (IRS) is in the process of analyzing the capabilities within the market place to provide manual and electronic records management/files activity services from either Government provided locations nationwide (Andover, MA; Atlanta, GA; Austin, TX; Brookhave, NY; Cincinnatti, OH; Fresno, CA; Kansas City, MO; Memphis, TN; Ogden, UT; Philadelphia, PA) or contractor owned/operated location(s). The IRS' Brookhaven, NY site is anticipated to close in calendar year 2003. The above-listed IRS sites receive and inventory individual and business returns, and associated documents; control and store files; perform special searches and retrieve files; perform re-filing; and submit returns for retirement to Federal Records Centers. IRS sites comply with strict security and safeguard mandates. The IRS is interested in those contractors that have existing facilities or have experience in standing-up a facility(s), or could occupy current government facilities, and be capable to perform all of the following functions: (1) Researches returns and documents. The estimated annual volume of workload per site ranges from 4,500 to 137,500; (2) Performs cycle control servicing, to include receiving, controlling, and shelving all returns and related documents after Submission Processing has completed initial processing. The estimated volume of annual workload per site ranges from 30,000,000 to 50,000,000 returns and documents; (3) Receive, sort, classify and/or set-up in Document Locator Number (DLN) or Alpha sequence all returns and documents. The estimated volume of annual workload per site ranges from 5,000,000 to 8,500,000 returns and documents; (4) Pull returns and related documents after cycles have been shelved. The estimated volume of annual workload per site ranges from 1,200,000 to 3,000,000 returns and documents pulled per site. Returns pulled are required to be provided to the requestor within 24-72 hours of the request; (5) Perform re-filing of returns and documents retaining original and renumber Document Locator Number (DLN) and/or alpha sequence. The estimated volume of annual workload per site ranges from 1,100,000 to 3,100,000 returns and documents re-filled per site; (6) Associates documents from files and prepares packages to be sent to IRS offices for classification. The estimated volume of annual workload ranges from 105,000 to 690,000 per site; (7) Conducts special searches of returns and/or documents if not loacted after two requests and/or to expedite requests or problem resolution as part of the Taxpayer Advocate 24 hour turnaround time. The estimated volume of annual special search workload ranges from 10,500 to 110,000 per site; (8) Handling, receiving, and sorting requests for electronic returns. The volume of ELF-Clerical workload is approximately 12,500 at one site; (9) Perform Tax Account Support Activities entailing the receipt and control of taxpayer requests for photocopies and transcripts. Perform shipping of filled requests to the taxpayer or other authorized third party. The estimated volume of annual tax account support activities is 100,000 to 500,000 per site; (10) The contractor will provide at least one commercial vehicle and a minimum of one dedicated and bonded employee during normal business hours to perform daily delivery services of file shipments between the IRS Submissions Processing Sites and its supporting Files Activities location, and perform routine delivery service of files between Files Activities location and identified Federal Records Centers. The contractor may subcontract delivery of files to the Federal Records Center so long as the subcontractor can meet the same security requirements and quality standards. The Contractor should also state how it applies capability for building and ensuring quality into its operations and its experience in being subject to quality assurance inspections by the Federal Government. The IRS may make available to the contractor current facilities and equipment, such as file racks and carts; and hardware or software to allow for integration with the necessary databases to conduct these services. In the event that the Government chooses not to provide facilities and equipment, capability statements should include the contractor's ability to perform the above operations with contractor owned/operated facilities and equipment. Contractor provided facilities must be within close proximity to Submission Processing Sites to allow for daily transfer of documents and returns. Through this RFI, the IRS seeks interested, experienced parties to furnish capabilities statements with information illustrating the existence and experience in the services listed above. Intersted parties shall also include cover information that includes company names, points of contact, telephone numbers, fax numbers, e:mail addresses for points of contact, and identifies the company as one or more of the following: (1) small business, (2) 8(a), (3) HUBZone small business, (4) small disadvantaged business, (5) women-owned small business, (6) veteran-owned small business, (7) service disabled veteran-owned small business, or (8) large business. IRS will use the information provided in the responses to this RFI to assess the feasibility of a contractor operated records management facility. Based on that assessment, IRS will decide whether to issue a solicitation for the services. This RFI is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to this RFI will not be considered as proposals or offers, which could be accepted by the Government to form a binding contract.
