Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a "market search" to determine potential sources in preparation for a future procurement. The EPA Office of Water has a requirement for a contractor to provide technical support for the Coastal Pollution Issues. The successful contractor shall provide all necessary labor, materials, services, equipment and facilities in support of the efforts delineated by the statement of work (SOW). Services to be performed include: support in gathering technical data in the field (to include field work which may occur aboard EPA's Ocean Survey Vessels), chemical, biological, and physical analysis work in the laboratory, taking surface water samples and debris, water column, benthic, sediment, and biological matter samples; evaluating on-shore conditions that contribute to water pollution; design field sampling programs for survey cruises that assess environmental impacts of pollution in marine/estuarine studies; conduct on-shore and on-ship physical, chemical and biological analyses of samples (to include air, biota, debris, water, tissue, and sediment) obtained during survey cruises and studies of the environment; biological analyses including bioassays, identification of benthic organisms and fish, implementation of fish histopathological studies; analyze water pollution factors and other environmental factors that contribute to water pollution and provide technical support in assessing and predicting the effects of these factors on the environment; analyze and study the effects of materials disposed in the ocean, including the manner in which the materials disperses and its immediate and long term effects on the environment; assess the effects of atmospheric deposition in water bodies from sources such as acid rain particulate matter and other airborne pollutants; conduct analyses to assess the potential environmental impacts of chemically contaminated sediments; evaluate the environmental impacts of blackwater and gray water discharges on marine, estuarine, and fresh water ecosystems; assess and evaluate the sources and effects of floatable aquatic debris and plastics on the environment, including the effects on marine organisms and their habitats; analyze the control measures for sources of aquatic debris such as combine sewer overflows, storm sewers, vessels, and beach visitors; and improving data base management systems. The contract will require superior levels of technical expertise in the areas of sciences, systems analysis, and engineering. It is anticipated that the contract will be a Cost-Plus-Fixed-Fee, Level of Effort contract and will have a base period with four (4) twelve month option periods. The base period and each option period will consist of approximately 30,410 direct labor hours. Each contract period will have approximately 33,000 additional direct labor hours of optional level of effort. The applicable NAICS code is 541710 with a size standard of 500 employees. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern.
