- Description
- General Services Administration (GSA), Federal Supply Service (FSS), National Customer Service Center (NCSC) Kansas City, MO plans to conduct an A76 Study of a customer service call center that provides customers with information regarding FSS products and services and post-order customer service; such as resolving complaints, researching billing issues, etc. and other procurement related issues. Currently GSA only seeks information from interested sources and those OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for proposal or a solicitation and in no way obligates the Government to award any contract. Under the A-76 process, the government organization (NCSC) will be allowed to bid on the referenced work and subjected to competition by designing a "Most Efficient Organization" (MEO) and formulating an in-house cost estimate. The successful private-sector offeror that offers the best value to the Government will compete against the MEO and in-house cost estimate. A cost-comparison, pursuant to OMB Circular No. A-76, decision will be announced approximately six to eight months after issuance of the solicitation, with conversion to either an MEO or a contract within six months of the announcement. Accordingly, a contract may or may not be ultimately be awarded as a result of the study/cost comparison. The applicable North American Industry Classification System (NAICS) code is 561439, with a size standard of $5M. If you are interested in competing for this requirement, please indicate your interest by sending and email (only) to Robert.Grinstead@gsa.gov no later than September 13, 2002. All valid responses must include your email and mailing addresses, telephone and facsimile numbers. The Government is not responsible for the inability to deliver to the email addresses provided. To update the information provided, an email should be provided to the Contracting Specialist referenced above. To assist in the planning of the acquisition strategy, please respond to the following questions: Under the referenced NAICS code, please specify the following: 1) Is your business a large or small? 2) If a small business, does your firm qualify as a small emergent business or a small disadvantaged business (SDB)? 3) If SDB, is your firm certified under Section 8(a) of the Small Business Act? 4) Is your firm a certified ?hub zone? firm? 5) Is your firm a women-owned or operated business? 6) Is your firm a certified Service-Disabled Veteran Owned and Veteran Owned? Responses without all aforementioned information will not be recognized as valid. NO SOLICITATION EXISTS AT THIS TIME. The solicitation will be made available over the Internet in Microsoft Word format. It is anticipated that the solicitation will be released in April 2003. All responsible sources that respond will be considered by the agency and will be informed via email. Make note the Specialist has a new address.
