- Description
- NASA/LaRC plans to issue a Request for Quotation (RFQ) for the following supply items and associated services: 100 calibrated, handheld, water vapor measurement sun photometers; characterization of near infrared light emitting diode detectors; simulations of near-infrared sun photometers using radioactive transfer models; building, testing and calibration of prototype water vapor instruments; written experiment protocols consistent with the Global Learning and Observations to Benefit the Environment (GLOBE) protocols; participation in teacher/student activities; and an online data entry and retrieval system for use by participating teachers and students. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. NASA/LaRC intends to purchase the items from Drexel University/Dr. David R. Brooks as the only responsible source that will satisfy agency requirements. Dr. Brooks and Dr. Forrest Mims, professors on staff at Drexel University, have unique skills to provide the requested 2-channel sun photometers and associated services to the Geosynchronous Imaging Fourier Transform Spectrometer (GIFTS) Project being managed at LaRC for the New Millennium Program's (NMP's) Earth Observing 3 (EO-3) mission. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 30 August 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
