- NASA/SSC plans to issue a Request for Quote (RFQ) for a minimum of 45 each, Geodetic Targets (30 with 1.22-meter diameter and 15 with 2.44-meter diameter) and a maximum of 105 targets. A partial delivery of at least 22 targets (of either size or a combination of both sizes) shall be provided within 40 days after contract award. Option 1: 47-60 each, Targets (31-40 each of 1.22-meter diameter, and 16-20 each of 2.44-meter diameter); Option 2: 62-75 each, Targets (41-50 each of 1.22-meter diameter, and 21-25 each of 2.44-meter diameter); Option 3: 77-90 each, Targets (51-60 each of 1.22-meter diameter, and 26-30 each of 2.44-meter diameter); Option 4: 92-105 each, Targets (61-70 each of 1.22-meter diameter, and 31-35 each of 2.44-meter diameter). All options shall be priced in the quote. Thirty (30) of the targets panels shall have a solid white circle 1.22-meters (4 feet) in diameter and fifteen (15) of the target panels shall have a solid white circle 2.44 meters (8 feet) in diameter; the targets shall be constructed of materials that will not warp, bend, or delaminate when exposed to environmental conditions at Stennis Space Center, Mississippi. The targets shall be designed for permanent installation, however, the design shall permit the removal of the target panel in the event of a hurricane; the panels shall be designed to resist average weather conditions at Stennis Space Center (not including anomalous events such as hurricanes and floods). The panels shall be designed such that they withstand winds up to 60 mph when secured to the ground. The panels shall be designed to be removed from the site and stored indoors by a team of two (2) people within 24 hours; The targets shall have the flexibility to be mounted from 6" - 18" from the ground, depending on the surrounding vegetation. The targets shall be designed for adjustability of the target panel to allow for water runoff; and All target support/installation hardware including screws, bolts, etc. shall be made from stainless steel to avoid rusting. Specifications, drawings and a JPEG image of target will be included in the solicitation document as attachments. One (1) prototype target of each size shall be provided to NASA for inspection within 30 days after contract award. The contractor is not required to await the Government's approval of the prototype targets before procuring materials. The intent of the prototype target is to familarize the Government with the target design prior to receiving and installing a large number of them. A site visit will be held for potential offerors to view the existing targets at NASA/Stennis Space Center one week after issuance of the solicitation. All interested firms shall provide the names of not more than two (2) company representatives who will attend the site visit as soon as possible after viewing the posting of this synopsis or within 48 hours prior to the date of the site visit which will be held on September 4, 2002 at 9:00 AM. Technical questions shall be provided to this office on or before September 6, 2002. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR PART 12. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541310 and $4.0 M, respectively. The DPAS Rating for this procurement is DO-C9. The anticipated release date of RFQ13-SSC-Q-02-60 is on or about August 26, 2002 with an quote due date of September 13, 2002. All qualified responsible sources may submit a quote which shall be considered by the agency. An ombudsman has been appointed - See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
