Description
This is a complete replacement of NEEK3000-2-00160 a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being conducted in accordance with the Public Law 103-355 (41 U.S.C. 264 note), and the information below is expressed as a statement of need for a commercial item, as outlined in FAR 12.202. This acquisition will be procured IAW the simplified acquisition procedures outlined in FAR 13.106. The intent of this synopsis is also to describe the required commercial items through the process described in FAR subpart 11.002. Additionally, it is the intent of NOAA to tailor the provision of FAR 52.212-1 and 52.212-4 to include addenda to the terms, estimated to include inspection and acceptance provisions?if applicable to commercial practices. FAR 52.212-2 will be used for evaluation purposes, and will be supplemented by Factors (a), (b), and (c), below. Evaluation criteria are used for the determination of technical suitability, which is compliance with the specification for the DRGPS in Attachment 1 (under separate cover). Compliance is necessary for any favorable award determination. Therefore, the Government will evaluate: (a) the Offeror's compliance with these specifications (you must request Attachment 1 from the Contract Specialist). The Offerors must demonstrate through a compliance matrix that they either comply or take exception to the specified requirements in Attachment 1. Use of the appropriate commercial literature is acceptable in tandem with the compliance matrix. If an exception is taken, the Offeror must explain how it can otherwise meet the performance requirements; (b) the Offeror's past performance will be evaluated for similarity and recentness of the referenced buy, and the Contractor's overall performance, including meeting the delivery schedule and reliability of the equipment (submit three past performance references for the same or similar units, delivered over the past three years, including price/unit, technical and business points of contact and telephone numbers); and (c) the warranty terms must be submitted and will be evaluated for their appropriateness to sustaining the Government's mission requirements and avoiding service discontinuity. Price will not be scored, but will become more important if technical scores are relatively equal.. Technical suitability will be allocated with the following weights: (A) Compliance with Specifications: 70%, (B) Past Performance: 20%, and (C) Warranty Terms: 10%. Determination for ward will be based on an integrated assessment of these technical factors with price. Quoted items must be priced to include ALL direct and indirect costs, and other direct costs not elsewhere specified, for the following firm-fixed-price line items: (A) Dual Redundant GPS Receive Systems; Quantity: 5 (each); Price (per unit): $ (to be quoted?TBQ); (B) Chassis Type I: Frequency Distribution; Quantity 6 (ea); Price (per unit) $ TBQ; (C) Chassis Type II: Time Code Distribution; Quantity 10 (ea); Price (per unit) $ TBQ; (D) 6 (ea) Spare Fault Sensing and Power Supply modules; Price/unit (ea) $ TBQ; (E) Optional Warranty Extension, each unit, at $ TBQ. The overall evaluated price must include submission of all priced quantities. The Government is not obligated to order any options. The F.O.B. Destination delivery point is NEDSIS, Suitland, MD (TBD). The Government shall install the units, therefore no installation costs should be proposed. Constructive acceptance, and the start of any warranty, shall not occur until 30 days after delivery of the unit(s), following Government installation and test. Offerors must include a complete copy of the Representation and Certifications in FAR 52.212-3. FAR 52.212-5 applies to the acquisition and is incorporated. The contact person below will provide the Attachment 1 and the FAR 52.212-5 document, with the appropriate checked blocks, upon request by e-mail. Other terms and conditions are as follows: Dual Redundant GPS (DRGPS) receive system: Provide DRGPS consisting of two GPS receivers, two antennas, two power supplies, six distribution cards, and two fault sensing modules. All modules shall be hot swappable. The DRGPS shall be configured with two Rubidium Oscillator Modules. Fault Resistant Timing Distribution System Requirements: Provide Timing Distribution Systems (TDS) consisting of two (2) chassis types. The first type shall distribute frequency signals with a 5MHz input and a minimum of 12 cards with 48 - 5 MHz outputs. The second chassis type shall distribute IRIG B time code data and a minimum of 12 cards with 48 -IRIG B time code outputs. Each chassis must allow daisy chain output to additional distribution chassis. The contractor must include six (6) each spare power supply and fault sensing modules as part of the TDS. The specific requirements for each type of chassis are set forth below: 1. Each chassis must be fault tolerant including hot swap-able: power supplies (two) and distribution cards. Each chassis must include a fault sense card and separate bus structure for up to four different timing signals. Physical characteristics. Each timing distribution chassis must allow for signal monitoring on the front and input/output on the rear. Each chassis must have modular plug-in units for ease of replacement and/or expansion and be rack mountable in a standard 19-inch width electronic equipment rack and with a height of no more than 5.25 inches. 2. Controls & indicators. All chassis/module test points and indicators must be accessible to the operator from the front panel. As a minimum, the following controls and indicators must be provided: Input signal monitor-each input signal shall be monitored. The module must have an indicator or a test point. Output signal monitor - Each output signal shall be monitored. Each output must have an individual indicator or a test point for each output. Each distribution card must have a fault indicator. Output signal level - Each output must be 1 Vrms (+13 dBm) + 2 dB into a 50 ohm resistive load. Power on - a lighted indicator(s) (green) must indicate AC power is on. The indicator(s) must be located on the front of each power supply. Power fault - a (Red) fault indicator must be provided on each power supply. 3. Input characteristics; Physical: Each input must be via a standard female BNC connector. Electrical: Each chassis must have multiple inputs from either a GPS based or alternate source chassis. 4. Output characteristics; Physical: Each chassis must contain at least 12 distribution cards with at least 4 channels per card. Each output must be via a standard female BNC connector on the back of the chassis. Signal Level: Each distribution output must be at least 1 Vrms (+13 dBm) + 2 dB into a 50 ohm impedance. Isolation: Each output must have an isolation of > 60 dB from each of the other outputs. It may be impracticable to distribute all of the applicable performance specifications with this solicitation. These documents may be examined by notifying the POC sending and electronic mail request with full address and contact data to Agnes.Eley@noaa.gov with a reference to this solicitation. The contact can also be reached at 301-713-3478, ext. 174. Full contact information is required form Offerors. Requests by e-mail and letter will receive a rapid reply. See Note #25.
