Description
STATEMENT OF WORK REPAIR ELECTRICAL LIFE SAFETY DEFICIENCIES AND FIRE PROTECTION SYSTEM LIFE SAFETY DEFICIENCIES I. GENERAL Provide Proposal for Repairing Electrical and Fire Protection System Life Deficiencies in accordance with FAR 8.404 GSA Schedule MAS and with existing codes. II. CONSTRUCTION REQUIREMENTS A. CODES The contractor will adhere to applicable City and County and Federal construction codes and ordinance and regulation. Work will be in accordance with Uniform Building Code. All Federal and State OSHA requirements will be followed. Any deviations must be approved in writing by the Center. B. SPECIFIC REQUIREMENTS 1. The prospective bidder shall visit the site and take such steps as may be necessary to ascertain the nature and condition of the work and the general and local conditions that can affect the work or cost thereof. Failure to do so will not relieve bidder from the responsibility of successfully performing the work. Arrangement must be made with the Center before inspection the site. All existing drawings of the facility will be made available to prospective bidder. 2. Installation shall be coordinated with the Center in order to minimize disruption. 3. Any damage to Center property caused by the prospective bidder shall be properly repaired. The cost of such repairs shall be borne by the prospective bidder. 4. The prospective bidder must include with your company proposal certification that your company will conform to the latest Davis Bacon Act Prevailing Wage Rate decisions for the Long Beach area. Davis Bacon wage will be paid for all work done by the contractors and the subcontractors employees on the Long Beach Job Corps Center site. The Davis Bacon wage requirements does not apply to work accomplished at the contractors or your subcontractors site. 5. Certified payroll will be submitted to the Long Beach Job Corps Center Purchasing Agent for all work done on the Center according to the attached FAR clauses. 6. All conflicts and request for interpretation shall be submitted to the Long Beach Job Corps Center. 7. The Contractor shall be required to show proof of. a. Builders Risk Insurance. b. Automotive Insurance. c. Liability Insurance. d. Workers Compensation Insurance. 8. The vendor awarded the contract and all personnel employed or associated with this contract. a. Shall observe security regulation in effect at the site. b. Shall not fraternize with the trainees at the project site. c. Shall not consume or transport any alcoholic beverage and drugs or firearms on site. III. CONSTRUCTION Repair the following Electrical and Fire Protection System Life Safety Deficiencies IV. 11 1. Bldg. 1 Medical Dental. Smoke detectors required in the corridors. Install four (4) photoelectric or ionization types smoke detectors in the corridors. Connect the detection devices to the buildings fire alarm system. Install all wiring in EMT conduits (Approx. 100 LF). A qualified fire alarm contractor who is familiar with the components of the buildings fire alarm system shall perform this work. V. 2 2. Center Site. Fire alarm control panels in trouble mode. The centers Fire Alarm controls are in trouble mode due to the activation of a sprinkler in one of the buildings on the center back in March 2001. Violation of code (NFPA 101.9.61.4 2000). VI. 3 3. Bldg. 10 Administration. Smoke detectors required in the corridors. The corridors in the building are not provided with smoke detectors as required by code (NFPA 101 39.3.4 2000). Install six (6) photoelectric or ionization types smoke detectors in the corridor. Connect line detection devices to the buildings fire alarm system. Install wiring in EMT conduits (approx. 180LF). This work shall be performed by a qualified fire alarm contractor who is Familiar with the components of the buildings fire alarm system (Edwards manufacture). VII. 4 4. Bldg. 10 Administration. Inadequate exit signs coverage. Install five (5) Energy efficient LED exit signs one (1) at the staff lounges exit door and two (2) in The south corridor one near OSP Placement. Connect the new exit new Signs to the nearest unswitched power source. The connected signs shall be in compliance with NEC and NFPA 101 code and have battery backup and Warranty life of 20 years. VIII. 5 5. Bldg. 2 Basic Education. Inadequate exist signs coverage. Install four (4) Emergency efficient LED exit signs and three (3) in the central corridor one (1) Near the Nonresidential. lounge. Connect the two (2) signs to the nearest continuous Uninterrupted power source and have a battery backup and warranty life of 20 years. IX. 6. Bldg. 2 Basic Education. Deteriorated floor receptacles. The floor Receptacles in classrooms 117 and 119 and 120 and 121 in the building are worn and Deteriorated and unsafe for operation. The receptacle faceplates are made of plastic and not durable for in floor use and are exposed to physical damage. Cracked and broken faceplates expose live electrical parts and present a Potential shock hazard to personnel (NEC 10.27 2002) many of the outlets do not have covers. Water entered the receptacles when the floor was mopped and caused a short circuit. Remove all 64 floors mounted receptacles in the described classrooms. Replace them with fifty six (56) new wall mounted receptacles (14 in each in classroom). Connect the new receptacles to the existing circuit breakers serving the removed floor receptacles. The existing under floor conduits and wiring shall be abandoned in place and capped. The concrete floor areas where existing receptacle boxes are removed shall be filled needs grouted smooth to make the existing conduit. X. 7 7. Bldg.13 Vocation Education. Fire alarm annunciator panel cover replacement. The front cover of the fire alarm annunciator panel is broken. The Contractor will provide the Center with the engineering drawing and specifications within five (5) days of the award of the contract. Pricing to include a break down of cost including parts and material and labor and testing and survey cost. Leadtime for installation must be stated in the proposals. Tax is exempt and copies of our exemption can be provided to the contractor. We are requesting the proposals to be completed and faxed to our Purchasing Agent by August 30 2002 at 3PM PST. Tel.
