Description
The Human Systems Wing HSW/YACL intends to solicit and award a sole source, Firm Fixed-Price contract for a follow-on buy of Emergency Ejection Seats to BF Goodrich Universal Propulsion Company, 25401 North Central Avenue, Phoenix AZ 85027-3340 for the following seats: 60 ea. Aft Emergency Ejection Seats NSN 1680-01-460-9381, and 74 ea. Forward Emergency Ejection Seats NSN 1680-01-458-2436 for a total of 134 seats in support of the FMS F-16 aircraft. The justification for other than full and open competition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Written or faxed requests for the solicitation are unnecessary due to the use of www.fedbizops.gov to distribute the solicitation on or about 09 Sep 2002, no telephone requests will be honored. Any concerns regarding this acquisition may be directed to the contracting officer. An Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
