Description
NA The United States Government is seeking an alternate source of natural gas for the Fort Bliss, Texas, facilities currently served by Southern Union Gas. The contractor is to furnish all labor, materials, tools, equipment and incidentals to supply and deli ver natural gas to Southern Union's Citygate. Natural gas shall be provided in strict accordance with this statement and all other terms stipulated in a contract. Redelivery of this gas from the citygate to the Fort Bliss facilities will be provided utilizing Southern Union's distribution pipeline facilities. The purpose of this procurement is to reduce annual energy procurement costs for the government. The Citygate Index Price in any given month during the contract term shall be c alculated based upon the index prices of spot gas deliveries to the pipeline company as reported in the McGraw-Hill, Inc., publication Inside FERC's Gas Market Report for the first day of each calendar month, under the heading West Texas Waha index. The C itygate Index price shall be the minimum calculated Delivery Cost for natural gas purchased and transported to Southern Union's Gas Citygate. The Delivered Cost associated with each production area shall be equal to the sum of the Spot Market Price for de liveries into El Paso, Texas, plus the associated Transportation Cost from the producing area. The calculation of the fuel cost for transportation shall be based on FERC approved tariffs. The measurements, testing, heating value, delivery pressure, and q uality of natural gas delivered shall be done in accordance with terms and conditions of the delivery specifications of the applicable Southern Union Gas tariff. The Government shall not be obligated to purchase or pay for the natual gas that either South ern Union Gas or the pipeline company has refused to accept due to the non-conformance with its specifications. The quantity of natural gas consumed by Fort Bliss varies from 700,000 Mcf to 1,100,000 Mcf per year with a daily rate that varies from 1000Mcf to 8,000 Mcf per day. No solicitation exists for this project. Interested vendors must submit a capalilities statement within 15 days of this announcement. The government will not be responsible for any costs incurred in preparation of a response to the announcement.
