Description
The Fleet and Industrial Supply Center Norfolk Detachment Washington is soliciting proposals on behalf of the Bureau of Medicine and Surgery (BUMED), Code MED-14, Washington DC. The solicitation is made on an unrestricted full and open competitive basis from qualified organizations to award a Firm Fixed Price Contract. BUMED requires accommodations and services to support their Manpower Conference. The five-day BUMED Manpower Conference is scheduled for the week of 22-28 Sep 2002. The following are required:  LODGING Contractor shall provide 250 single rooms at or below the authorized government's lodging rate of $150. Lodging shall be made available for conference attendees from 22-28 September 2002. Lodging and conference site must be at the same location, and within 25 miles proximity to Dulles International Airport. Ground transportation to and from the area?s airports shall be readily available on a daily basis for all conference attendees.  MEALS Contractor shall provide 3 meals per day (Breakfast, Lunch, and Dinner) for 300 conference participants less than or equal to the authorized government per diem rate of $46 per person. Meals shall be provided during the 5-day conference period.  PARKING Contractor shall provide parking to 50 local commuters per day during the 5-day conference period. SITE REQUIREMENTS Contractor shall provide the following:  One general session room for 5 days (Auditorium, theater style for 350 attendees)- 1 Desk Top Computer; 1 Zip Drive; 1 Data Projector; 1 T-1 Line; 2 Flip Chart Stands/Pads/Markers/Tape; 1 Podium w/Microphone; 1 Wireless Lavalier Microphone; 1 Wireless Hand Microphone; 1 6-Channel Microphone Mixer.  7 classrooms to accommodate breakout sessions, meetings and briefings- 7 Desk Top Computers; 7 LCD Projectors; 7 T-1 Lines; 7 Flip Chart Stands/Pads/Markers/Tape; Classroom Capacity = 25 to 40 per room.  4 computer labs- 26 desk top computers in each room; 25 students, 1 instructor; 4 LCD Projectors; 4 Printers; 4 T-1 Lines; 4 Flip Chart Stands/Pads/Markers/Tape; Lab Capacity = 40 to 50 per room.  2 Counseling Rooms- Table; 4 ChairsL.  1 Staff Office- 4 Desk Top Computers; 2 Printers; 1 Zip Drive; 4 LCD Projectors; 6 T-1 Lines; Phone Line Installation; Facsimile Machine. ANCILLARY SERVICES Contractor will provide necessary support and services that meets the expectations of conference participants in regards to customer service, professionalism of staff, hotel accommodations, conference facilities, and quality of meals. NOTE: THIS ACQUISITION IS BEING CONDUCTED USING THE TEST PROCEDURES AT FAR 13.5. UNDER THESE PROCEDURES THE GOVERNMENT IS (1) NOT REQUIRED TO DETERMINE A COMPETITIVE RANGE; (2) IS NOT REQUIRED TO HOLD DISCUSSIONS; AND (3) IS NOT REQUIRED TO PROVIDE OFFERORS WITH AN OPPORTUNITY TO SUBMIT FINAL REVISED PROPOSALS.
