Description
The Department of Agriculture, Farm Service Agency, Kansas City Commodity Office, Dairy & Domestic Operations Division, 6501 Beacon Drive, Stop 8718, Kansas City, MO 64133 is seeking to establish a pilot for a fixed price indefinite delivery/indefinite quantity requirements service contract with performance based requirements for commercial storage and distribution services. Distribution will be to numerous sites within the Southwest Region of the United States. For the purposes of this solicitation, the pilot area will be defined as the following five (5) states: Arkansas, Oklahoma, Texas, Louisiana and New Mexico. The contract period will consist of a twelve (12) month pilot period to include, one six (6) month guaranteed option period, and the potential of three (3) one-year option periods, if exercised. The period of performance available to the Government will be 54 months. This solicitation is 100% full and open competition. The requirements include multi-temperature storage complex to receive, store and deliver commodities purchased by USDA for the multifood shipments pilot program. The future contractor will deliver food shipments to 28 different recipient locations of Federally mandated commodity feeding programs, and may deliver to victims of natural disasters. Emergency shipments could involve destinations outside the boundaries of the pilot area. The future contractor must be able to accept orders directly from these program recipients via an Internet based ordering system and must have a real time inventory tracking and monitoring system. The contractor will be responsible for all functions which will include, but not be limited to distribution, pick and pack, consolidation service, assembly and staging of the imminent scheduled shipments, rating & routing and transportation. In addition, the commercial facility must have dry, cooler and freezer capacity. The minimum useable space requirements are: Freezer 3,000 sq.ft., Dry 30,000 sq.ft., Cooler 6,000 sq.ft., and Staging 10,000 sq.ft. The Freezer must be capable of maintaining temperatures at or below 0 degrees Fahrenheit or below. The facility must have the capability of maintaining a minimum of two (2) to three (3) month supply of product averaging 8.5 million pounds. The number for both inbound and outbound shipments is approximately 70 truckloads per month for each. In addition, the solicitation requirement will utilize FAR 9.2, Qualification Requirement as outlined in the FedBizOps announcement issued electronically on August 7, 2002. The Government intends to only allow proposals from a potential list of offerors with whom this agency has a current Processed Commodities Storage Agreements (PCSA) and meet the specification requirements outlined in the solicitation or have the capability to meet the requirements prior to proposal submission date. If the potential offeror cannot meet the qualifications by proposal due date but can demonstrate, to the satisfaction of the Contracting Officer, that they can meet the standards by a specified date, the potential offeror may be provided an opportunity to submit a proposal. The qualified contractor must be able to provide all personnel, equipment, materials, supervision, facilities, transportation and other items necessary to perform the following work: 1) receive and store commodities for multi-food shipments, 2) accept orders from entities via an internet based system, 3) pick & pack and deliver the orders 4) negotiate and coordinate multiple delivery schedules. The facility must be able to accept orders directly from these entities via an Internet based ordering, inventory, tracking and monitoring system. In addition, all logistics will be the responsibility of the Contractor to include all rating, routing and transportation for outbound shipments only. Deliveries may require a single truck that can handle Dry, Cooler and Freezer. The applicable North American Industry Classification (NAICS Code) is 493110 with a not to exceed size standard of $21,500,000 for annual receipts which have been measured and reported to the U.S. Treasury Department, Internal Revenue Service, for Federal income tax purposes. This proposed procurement is 100% full and open competition. The successful contractor will be selected by use of formal source selection procedures to include oral presentations that will be conducted at the USDA, Farm Service Agency, 6501 Beacon Drive, Kansas City, Missouri. The Contracting Officer will notify the offerors of the specific date and time by using a lottery process. The Government will make award to the responsible offeror whose proposal contains technical and cost features that provide the best overall value to the Government and conforms to the solicitation requirements and applicable regulations by a combination of price, past performance, oral presentation of the evaluation criteria as outlined in the solicitation. Reference note twenty-three (23) regarding use of qualification requirement for this solicitation. It is anticipated that the solicitation will be issued electronically on or about September 9, 2002 on FedBizOps at www.eps.gov and a Warehouse Conference/Preproposal Conference will be held on September 19, 2002. The location of this conference will be at the KCI Marriott, 775 Brasilia Avenue, Kansas City, MO. Paper copies of the solicitation will not be made available.
