Description
Soil Survey Update (modernization) to update the existing Soil Survey of Cecil County. This will be accomplished by transferring and validating soil lines from unstable base map to orthophotography suitable for use in a Geographic Information System (GIS) in UTM (NAD83) format. All transferred soil lines will be validated with documentation in accordance with the National Soil Survey Handbook (NSSH) prior to transferring soil lines to orthophoto base. Map compilation is a part of the Soil Survey updating (modernization) process, and it can be accomplished by traditional or automated methods. Cecil County is approximately 223,143 acres; about 10 to 30 percent of the county will require remapping. The map units to be remapped will be identified. A performance based service contract will be awarded. Price range is $100,000 to $250,000. It is anticipated that work will commence approximately mid October 2002; all work shall be completed by December 31, 2003. Firms will be evaluated on the following factors: Specialized Experience in Landscape Assessment and in National Cooperative Soil Survey mapping (35%); Professional Qualifications of key personnel ? At a minimum a Bachelor of Soil Science; include if ARCPACS (American Registry of Certified Professional Agronomy Crops and Soils) certified professional and in what category (35%); Price (30%). Firms will be required to submit a quality control plan outlining methodology and process that will be used to insure that all standards are met. Firms can download the Request for Proposal from this web site. Requests for Proposal should be submitted by 2:00 p.m. September 23, 2002. This is a total small business set-aside. The small business size is based on NAICS code 541370, which is $4 million average annual income.
