Description

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) has a requirement for development of a visually based analytical software package for integration of smolt tracking data with environmental datasets. The Contractor shall provide all necessary personnel, material, equipment, services, and facilities related to fulfilling the programming and analytical products as identified in the statement of work. Tasks shall include periodic meetings with a project team in Orono, ME; the incorporation of available hydrographic and tidal data into a two-dimensional model that will be used to evaluate precision and focus collection of field data to increase this precision of migration modules; the development of a hydrographic survey of the Narraguagus River and Bay to fill data gaps identified in the two-dimensional model; incorporation of field data into a revised model with two-dimensional display characteristics as well as a three-dimensional display based on more refined spatial data. The completed model will retain the ability to step through the documented and modeled movement steps of individual fish to develop an audited dataset that will define fish movements in relationship to real-time environmental conditions in the immediate vicinity of the fish. The datasets and software developed for this process will be available for continued use of NOAA-Fisheries in their completed form. Support and training in entry of new fish data will be provided to key staff and collaborators to allow use of these tools for future analysis and exclusive use of this Narraguagus River-Bay model specific to publications and reports generated by NOAA-Fisheries. The period of performance shall be September 23, 2002 through September 22, 2003. Place of performance shall be National Marine Fisheries Service, Northeast Fisheries Science Center, Maine Field Station, P. O. Box 190, 31 Main Street, Orono, ME. Copies of the solicitation will only be provided in response to written or faxed requests received directly from the requestor. Telephone requests will not be honored. All responsible parties may submit a proposal which shall be considered by the agency. Offers received by September 16, 2002 will be considered for award. Award will be made on September 20, 2002.
