- Description
- The National Heart, Lung, and Blood Institute (NHLBI) intends to issue a non-competitive purchase order to Spaulding & Slye Services, 6705 Rockledge Drive, Bethesda, MD., 20817, to provide minor building repairs and maintenance services for the period of September 2002 through September 2003, for NHLBI spaces in the Rockledge Centre 2 Building, 6701 Bethesda, MD., to include floors 6-10, and Rockledge Centre 1 building 6705 floor 3. Spaulding and Slye Services, is the Lessor, and by the General Services Administration (GSA) Lease Agreement, services must be obtained from the Lessor. STATEMENT OF WORK: BACK GROUND: In May 1995, NHLBI took possession of a newly leased office facility known as the Rockledge Centre, 6701 Rockledge Drive, Bethesda, MD. This new space was operational the first week in May, 1995. There is now and will continue to be a need for minor building repair and maintenance tasks. Numerous tasks remain to be done from the original move in period in May, plus downsizing and reorganization efforts continue with increasing budget constraints, and will prompt minor modifications to the existing space. A workable systems is required to accomplish minor maintenance and handyman tasks, in an acceptable time frame. WORK SCOPE: a. A Contractor is required who has the capability to perform minor repairs and modifications tasks for the scientific and administrative occupants of the Rockledge I & II buildings. Examples of the type of tasks to be required are as follows: (The list is not to be construed as all inclusive; these are only examples) Install, modify, and/or remove coat hooks, pictures, plaques, bulletin boards, tool holders, shelves, miscellaneous storage racks and holders. Repair drawers, cabinets, storage compartments, and closets. Adjust door closures and door sweeps and reinstall bumper guards. Install, modify, and/or remove shelves, cabinets, lights, electrical outlets, telecommunication boxes. Connect and disconnect equipment and furniture to electrical systems. Repair and/or install receptacles, ceiling tiles, door closures, door hardware, etc. Patch and/ or paint walls, doors, door jambs, etc., including minor touch-ups over and above normal wear and tear. Repairs include miscellaneous wall coverings and floor coverings. Provide furniture design service for system and modular furniture. Uncrate, assemble, and move equipment and furniture, including systems furniture. Provide new or replacement interior signage for doors, directory boards, workstations, or other identified signage needs. In addition, provide a supply of blank insert signage paper for changing existing signs within NHLBI. Other miscellaneous services. b.. The contractor will be expected to initiate each assigned task within 24 hours and have it completed within 48 hours. The contractor will be responsible for purchasing minor items of supply (screws, washers, electrical outlets, switches, etc.) Up to $200 and charging for those items on the individual task order invoice. c. After each task is completed, the contractor is to have the work inspected and approved by the requestor. d. The contractor is to provide an estimate for initial approval of cost of requested work. Upon completion of work on a monthly basis, the contractor may invoice the NIH and receive partial payment on the whole order on a monthly basis. Each task and invoice is to reflect the number of labor hours, in quarter hour increments it took to perform the tasks, the hourly rate, and the cost of purchased supplies if any. The North American Industry Classification System (NAICS) 561790, and Size Standard $6.0M is applicable to this requirement. The Small Business Set-Aside for this requirement has been lifted. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
