- Description
- The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Manhattan Research, LLC for professional services for the Web Evaluation Project. The contractor will provide the NLM a one-year subscription with option for four (4) successive one-year periods. This subscription includes (1) Cybercitizen Health 2002 Data Set; (2) Comprehensive Slide Deck; (3) Summary Data Tables; (4) Direct Access to the Database; (5) CD-ROM of Deliverables 1-3; (6) Two Custom Summary Data Tables; (7) Six Bi-Monthly Segmentations; (8) Analyst Inquiry Service; (9) Management Report; (10) Strategic Briefing; and (11) Proprietary Client Web Site. The NLM has determined that the Cybercitizen Health service is a unique health information survey service. Manhattan Research, LLC provides their syndicated nationwide survey results to the NLM. Cybercitizen Health service offers a nationwide in-depth randomized health consumer survey through extended telephone interviews focusing on online health information users. Manhattan Research, LLC, formerly known as CyberDialogue, has provided survey results from the Cybercitizen Health service for NLM for 3 years. Further, the NLM desires to compare Manhattan Research, LLC's results of Cybercitizen Health 2002 with the prior results of Cybercitizen Health 2001 and 2000, which the NLM maintains. This necessitates that the survey methodologies and analytical frameworks be consistent and comparable. This service will be procured under FAR Part 12 - Acquisition of Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through the March, 2002 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 05. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm's ability to meet the government's requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
