- SOLICITATION NOTICE MODIFICATION FOR DEVELOPMENT MANAGER (DM), LABORATORY B COMPLEX AT THE NATIONAL INSTITUTES OF HEALTH, BETHESDA, MD. The National Institutes of Health (NIH) and the National Institute of Allergies and Infectious Diseases (NIAID) is seeking a private party who will act as a Development Manager (DM) to provide all services for the proposed construction of a laboratory complex for NIH. The services will include, but not be limited to planning, programming, special studies including site selection, design, construction, community relations and overall coordination of all activities associated with the proposed project. The proposed project consists of approximately 150,000 gross square feet (GSF) bio-containment facility and 1250-car multi-level parking facility. The bio-containment facility will provide a focus for in-depth research and rapid response programs dealing with agents of new emerging and re-emerging disease at the national and international level and to further support the research programs in biodefense. All areas of the facility should be capable of supporting work at the Biosafety Level 3 and incorporate state-of-the-art engineering for handling of infectious agents, disease vectors and animal models for the study of transmission, pathogenesis, and prevention of infectious disease. The facility will include bio-medical research labs, a vivarium capable of housing nonhuman primates as well as adaptable space for use as an insectory, office, conference facilities, interaction areas and public space. Only the Developer will be selected initially under this solicitation. A key objective of this contract is to provide the Laboratory Complex in the shortest time frame while maintaining quality, design excellence, operational flexibility, cost efficiency and responsible cost and schedule management of the project. The period of performance is approximately three (3) years and six (6) months, which includes one base phase and 4 optional phases. The DM will be expected to provide full development services for the entire project, including: (a) developing phasing/options for the project, (b) procuring the planning, design, construction, and other services necessary for completion of the project, and (c) providing project management services throughout the planning, design, construction, activation, occupancy and close-out phases. The DM should not joint venture with an Architectural/Engineering firm or a Construction Management firm at this time. NIH intends the DM to select the design consultant and construction manager after consulting with the NIH. The DM must have demonstrated experience in providing full development services for projects of equal size, complexity, and type of client with a high degree of customer satisfaction. In addition, the DM must be experienced in interacting positively with communities. The NIH will award the contract to the responsible offeror whose proposal represents the greatest overall value based on the combination of technical and price factors. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. There are three Go-No-Go requirements; (1) Project Experience, (2) Fee Development Experience, (3) Ability to Secure Letter of Credit ($150,000.00). The additional technical evaluation factors and their subfactors are listed below. These factors are listed in descending order of importance but all sub factors within a factor are of approximately equal importance. The first three factors are particularly important. I. Past Performance: Customer Satisfaction (maximum points this factor 35); II. Relevant Project Experience (maximum points this factor 30): (1) Project Budget/Schedule (5 point maximum) (2) Project Size (5 point maximum) (3) Project Quality (5 point maximum) (4) Project Type (5 point maximum) (5) Client Type (5 point maximum) and (6) Service Scope (5 point maximum); III. Capability/Qualifications (maximum points this factor 20): (1) Staffing Plan (5 point maximum) (2) Key Personnel (5 point maximum) (3) Project Management (5 point maximum) (4) Quality Assurance and Quality Control (5 point maximum); IV. Participation of Small Disadvantage Business Concerns (maximum points this factor 5); V. Experience in Community and Building Occupant Relations (maximum points this factor 5); VI. Experience in Subcontract Procurement and Administration (maximum points this factor 5). The Solicitation/Request for Proposal (RFP) has been posted on August 23, 2002 at the NIH web site http://ccb.od.nih.gov. The pre-proposal conference will be held on the NIH Campus on September 4, 2002 at 10:00 A.M. EST, in Building 45, Balcony A.
