Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 810287 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. The Standard Industrial Code is 5049, (NAICS code is 339111) with a business standard of 500 employees. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business - Small Purchases Set-Aside. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price - One Time Buy contract. The procurement is being conducted as Specific Make and Model acquisition. This equipment must be compatible with the existing system that is currently owned by the FBI. This RFQ is being amended to correct the manufacturer name: The manufacturer is EXFO instead of EXPO. This requirement is for two (2) each FTB-400 P8-A2-EI-EUI Link Qualification Kit, includes: FTB-400-N8-D4-A, GP-10-047, and FTB-7212B-D-EI-EUI-90; two (2) each FVA-60B-D-EI-EUI-90 Variable Attenuator 62.5/125 um 850/1300MM; two (2) each FOT-22-A-FOA-32 Power Meter with Ge dector; two (2) each FOMS-200X-UNIV Fiber Optic Microscope 200X Magnification; two (2) each VCS-20A-02C-XX 1300MM Talkset full duplex and two (2) each FOS-124-XX 850/130nm LED light source 2 ports. All quotes shall be submitted to the above address listed above no later than 4:00 PM EST, September 3, 2002, and must be clearly marked RFQ 810287. Fax quotes will be accepted, and in fact, are encouraged at (202)324-5722, Attn; Mabel Comfort. No hand carried proposal will be accepted. FOB Destination, FBI, ERF Bldg., #27958A, Quantico, VA 22135. Vendors are hereby notified that if your quote is not received by the date/time stated above, your quote shall be considered late. The following clauses and provisions are incorporated by reference and are applicable to this acquisition: Federal Acquisition Regulation (FAR) provision 52.212-1, "Instructions to Offertory - Commercial Items" (OCT 2000); FAR provision 52.212-2, "Evaluation-Commercial Items" (JAN 1999); FAR clause 52.212-4, "Contract Terms and Conditions - Commercial Items" (FEB 2002); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items" (MAY 2002), Subsection (a),(b) and (e) apply. Price will be the determining factor. The Government reserves the right to award without discussions.
