- NOTICE OF INTENT: The U.S. Coast Guard (USCG) intends to award a sole source contract to Microsoft Consulting Services of Washington, DC. The Coast Guard?s requirement is for Microsoft Consulting Services to provide engineering services to produce analyses, prototypes, configurations, documentation, and implementation planning for present and future versions of Microsoft?s server, E-Mail, and workstation software. SYNOPSIS AND SOLICITATION: This acquisition is being conducted under the Test Program for Certain Commercial Items in accordance with FAR Subpart 13.5. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisitions Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; a written solicitation will not be issued. The solicitation number is DTCG23-03-R-TC3000, which is a request for proposal (RFP). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 01-08. NAICS code is 5411330. Small Business size standard is $3M. This is an unrestricted solicitation. This period of performance for this acquisition is a base year plus four option years. The requirement consists of the following: Base Year: Managing Consultant = 40 hours, Senior Consultant = 275 hours, Consultant = 500 hours and Associated Consultant = 125 hours; Option Year One: Managing Consultant = 40 hours, Senior Consultant = 500 hours, Consultant = 1000 hours and Associated Consultant = 300 hours; Option Year Two: Managing Consultant = 40 hours, Senior Consultant = 500 hours, Consultant = 1000 hours and Associated Consultant = 200 hours; Option Year Three: Managing Consultant = 40 hours, Senior Consultant = 400 hours, Consultant = 1000 hours and Associated Consultant = 200 hours; and Option Year Four: Managing Consultant = 40 hours, Senior Consultant = 285 hours, Consultant = 1000 hours and Associated Consultant = 100 hours. All services are to be performed at the U.S. Coast Guard Telecommunication and Information Systems Command in Alexandria, VA. Acceptance and FOB are at destination. The Government will provide the following: on-site facilities at TISCOM for the consultant(s) including office space and office automation equipment/supplies; all applicable local and wide network, connectivity. And current server and client standard systems documentation; access to hardware, software, and personnel required to prototype, engineer, and document systems and solutions; and access to USCG personnel as required for the purposes of gathering information necessary to meet each deliverable. The contractor shall furnish the personnel required to perform this contract. The following FAR Subpart 12 provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (a)(b)(5)(11-15)(d)(e). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source; Microsoft Consulting Services. However, interested persons may identify their interest and provide a capability statement. All responses submitting the required information will be fully considered. As a result of analyzing responses to this notice of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTICE TO OFFERORS SOLICITATION OMBUDSMAN PROGRAM. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time-consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer.
