Description
DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to Knovel Corporation, 13 Eaton Avenue, Norwich NY 13815. This acquisition is unrestricted. The NAICS code is 511140. The following item will be procured: Online Science & Engineering Reference Book Interactive Data Base. Knovel Corporation will provide a process of converting hard copy publications into Internet searchable books. Many of the tables found in these publications are brought to "life". Data Base needs to create Interactive Deep Searchable (IDS) table that is imbedded in the PDF document and identified by a red box. The IDS tables need to be "live", with the look and feel of a spreadsheet, enabling the researcher to sort columns, cut and paste, or create custom tables with only those compounds of specific interest at that moment to solve a particular problem. Reference Book needs to go beyond regular PDF Keyword search capabilities by providing for keyword and numeric (real numbers) searching across a book's text, table, graphs and equations. The reference book also needs to have advance searching capabilities including sophisticated Boolean and nested Boolean operations. In addition, live equations and graphs allow users to parametrically solve for the dependent variable. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is Aug 30, 2002. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, August 28, 2002. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 5 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
