Description

NA This is a combined synopsis/solicitation for commercial items prepared IAW the format in Far Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation DAHA33-02-T-0041 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circula r 2001-08. This solicitation is set-aside 100% for small business. The NAICS code that applies is 315999 and business size is 500 employees. This action will result in a FFP purhcase order utilizing simplified commercial acquisition procedures under Ful l and Open competition. This requirement is for: 15 each of liner, helmet, 1/2 inch thick, 12inches in length, for use in aircrewmember's flight helmet, Zetaliner part no. 95124A or equal; 85 each of liner, helmet, 1/2 inch thick, 13 inches in length, for use in aircrewmember's flight helmet, Zetaliner part no. 95134A or equal; 20 each of liner, helmet, 1/2 inch thick, 14 inches in length, for use in aircrewmember's flight helmet, Zetaliner part no. 95144A or equal; and 1 each of liner, helmet, 3/8 inch th ick, 15 inches in length, for use in aircrewmember's flight helmet, Zetaliner part no. 95143A or equal. The offeror shall includes descriptive literature such as illustrations, drawings, catalogs, brochures or other manufacturing information that fully des cribes the item if not the suggested manufacturer and part number. These items are to be delivered FOB destination within 30 days ADC to the 179AW, OHANG, 1947 Harrington Memorial Road, Mansfield, Ohio 44903-0179. The following provisions are included in this acquisition: FAR 52.212-1, Instruction to Offerors-Commercial(Oct 2000). The Government will make an award to the responsible offeror whose offer conforming to the solicitation is the lowest priced. FAR 52.212-3, Offeror Representations and Certifica tions (July 2002). A completed signed copy of provision FAR 52.212-3 shall be submitted with any quotation. The following clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions - Commerical Items (Feb 2002); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commerical Items (May 2001). The following additional FAR clauses cited within clause 52.212-5 also apply: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alt ernate I; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; 52.225-13, Restriction on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Nov 2001) is applicable to this acquisition.
