Description
The National Park Service is seeking a vendor to provide 15-ton capacity trailers for the Natchez Trace Parkway. Details of the trailer construction and desired options are included later in this announcement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government requests quotations for 15-ton capacity tag-a-long trailers. Framework shall be I-beam construction with either I-beam or HD channel cross members. Side rails shall include a minimum of four HD D-ring tie downs per side. The undercarriage shall include tandem oil bath axles with dual wheels on each axle. Air brakes will be provided on each axle. The bed length should be approximately 30 feet, including a five foot dovetail. Bed width should be 96 inches to 102 inches. Deck height shall be no more than 36 inches (unloaded). Tongue will be five feet with an expanded metal bottom. Ramps shall be 5 feet by 36 inches hydraulic operated, and the trailer shall have its own self-contained hydraulic system. Trailer decking shall be wood. Trailer shall be equipped with a three inch adjustable pintle ring, HD high tensile safety chains, DOT approved lighting, mud flaps, protected wiring system with circuit breakers, and stake pockets on each side. Trailer shall also be equipped with a 12,000 pound drop-leg jack. All metal surfaces shall be primed and painted with two coats of automotive grade acrylic enamel, color to be selected by the government from manufacturer's standard color options. The contractor shall perform all delivery and set-up so that the trailers are complete and ready to use. Trailers shall be delivered to the Tupelo Maintenance complex, located on the Natchez Trace Parkway in Tupelo, MS. The government "desires" delivery within 60 days or less after receipt of the purchase order by the successful offeror; however, each offeror shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. The government anticipates purchasing from one to six of the trailers. In order to be considered for award offerors shall provide a quotation on company letterhead, detailing the price per delivered set-up trailer, and specifying any quantity discounts available. Descriptive literature and brochures shall also be provided for the product being quoted. The solicitation number is Q5570-02-0013 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2001-08. This solicitation is set-aside for small business participation, and the small business standard is 500 employees under NAICS 336212; only responses from small businesses will be considered. Federal Acquisition Regulation Clause 52.212-2, "Evaluation - Commercial Items" applies to this procurement, and the government will use a trade-off approach in its analysis of products offered. The technical capability and options offered on the trailers as well as the prices offered will be evaluated in making an award. For this solicitation price and technical are approximately equal factors, and the government expressly reserves the right to award to other than the lowest priced offer. Offerors shall include a completed copy of the provision at 52.212-3, "Offeror Representations and Certifications--Commercial Items," with its offer; a copy of this provision may be obtained from the contracting officer or at http://www.arnet.gov/far. The clauses and provisions at 52.212-1, "Instructions to Offerors--Commercial," 52.212-4, "Contract Terms and Conditions--Commercial Items," and 52.212-5, "Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items," are applicable to this acquisition.
