Description
The Naval Medical Center San Diego intends to procure on a Competitive basis, the following service: 1 year - The contractor shall provide Ophthalmology/PRK Scheduler services at the Naval Medical Center San Diego. This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-02-T-0076, is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-07. The period of performance is 09 September 2002 through 08 September 2003. This is a small purchase, small business set-aside. The NAICS code is 561421 and the size standard is $5.0. The Statement of Work reads: INTRODUCTION: The employee is a scheduler to the department Chairman/Head in Ophthalmology. The employee performs a variety of clerical and administrative duties which are auxiliary to the work of the organization. The work unit is small to medium sized. The scheduler has extensive responsibility for coordinating work outside the organization for coordinating work outside the organization, where procedures and administrative controls are equivalent to those typical of a larger, more complicated office. MAJOR DUTIES AND RESPONSIBILITIES: Performs the full range of procedural work of the office. Typical are the following, of other similar duties: Coordinates the surgical schedule for the Ophthalmology department for all surgery patients and submits schedules in a timely manner to the operating rooms for sequencing of patients. Must also schedule the preoperative appointment(s), surgery date, and post operative appointments as well as ensuring patient has completed all required paperwork.. Notifies patients of appointment date, time, location, and any other pertinent pre-appointment/surgery instructions. Assists patients with completing required forms, also providing all necessary information. Tracks staff TAD and Leave requests, and coordinates surgery/clinic schedules accordingly. Uses either a word processor or a typewriter, types narrative and tabular material, establishes and maintains computerized surgery data bases. Maintains subject matter files and records that relate to the work of the unit. Sets up and maintains logs showing the status of actions and correspondence. Ensures files include all required documents and that all documents are properly signed. Locates and pulls records for providers upon request. Files IOL folders and shadow folders. Receives visitors and telephone calls to the office, determines the nature of the requests and directs callers to appropriate staff, or personally providing the information desired when routine or procedural matters of the office are involved. Takes requests for appointments with supervisor and staff. Checks on their availability and confirms appointment. Reschedules appointments upon request of supervisor or staff member. Responds to routine and non technical requests for information such as status of reports, suspense dates for matters requiring compliance, and similar information readily available from files. This may involve determining whether or not to release the information based upon the nature or degree of sensitivity of the information and the requester?s authority to receive the information. Requisitions office supplies, forms and equipment. Prepares Same Day Surgery packets. Distributes and collects department mail. Attends all mandatory command and departmental meetings. B. Performs a variety of administrative support duties to the Refractive Surgery Clinic (PRK clinic) Typical are the following: Communicates regularly with the PRK clinic schedulers/Division Officer. Acts as liaison for Refractive Surgery Center and Ophthalmology surgery schedules. Maintains surgical calendar of Ophthalmology surgeries and Refractive surgeries/consent/PRK clinic days and provides weekly and also monthly schedule to surgeons/PRK clinic schedulers, as well as notify immediately if any changes. Prepares Refractive Surgery consent areas at Ophthalmology Department and ensures that paperwork is completed by patient and signed by surgeon and copies are made. Contacts Refractive Surgery patients one day prior to their surgery to confirm surgery arrival times/location. REQUIRMENTS: Knowledge of the organizational functions and procedures for the work unit to perform such duties as distributes and control mail, refer phone calls and visitors, and provide general, non-technical information. Knowledge of patient contact principles/techniques, patient record organization common courtesy, telephone etiquette, military protocol, and working cooperatively. Knowledge of appropriate medical technology and various Ophthalmic procedures. Customer oriented. Must have good verbal/written communication skills of the English language. Must be able to communicate effectively also with patients hard of hearing. Knowledge of the appointment and log system in the department and knowledge of the CHCS computer operation. Knowledge of the Excel, Access, Word, and Outlook computer programs. Knowledge of the various office equipment: Fax machine, photocopier, shredder, phone systems. Knowledge of correspondence requirements to check for proper grammar, spelling and punctuation, and to review documents for conformance with formats and procedural requirements. Knowledge of the office procedures, filing system and various references and handbooks commonly used by the staff in order to classify, search for, and dispose of materials. Knowledge of the duties, policies, commitments and goals of the supervisor to review mail and determine which items should be brought to the attention of the supervisor and which should be sent directly to other appropriate personnel for action. SUPERVISORY CONTROLS: The supervisor makes assignments by defining objectives, priorities, and deadlines, and assists employee with unusual situations which do not have clear precedents. Routine work is performed independently following set procedure: the employee plans and carries out the successive steps and handles problems and deviations in the work assignments in accordance with instructions, policies, previous training, or accepted practices in the occupation. Completed work is relied upon for accuracy with spot checks and monitoring of patient/staff complaints. GUIDELINES: Guidelines applicable to secretarial/scheduler work include dictionaries, style manuals, the Navy correspondence manual, instructions governing time and leave, correspondence and handling of classified information, outpatient and department policies and procedures manuals, operating procedures of the activity and operating policies of the supervisor and the immediate work unit. The scheduler locates and selects the appropriate guidelines, references, and procedures for application to specific cases, referring situations to which the existing guidelines cannot be applied or significant proposed deviations to the supervisor. The employee may also determine which of established alternative to use. COMPLEXITY: The work involves different and unrelated processes and methods. Decisions regarding what needs to be done and how it is best accomplished are based on the scheduler's knowledge of the duties, priorities, commitments, policies and program goals of the supervisor and staff, and involve analysis of the subject, phase, issues involved in each assignment. The chosen courses of action are selected from any alternatives. SCOPE AND EFFECT: The purpose of the work is to perform clerical support work for a work unit or an individual supervisor in the Ophthalmology Department. The work affects the accuracy, reliability, or acceptability of further processes or services. This work is a critical part of the daily operation of the department. PERSONAL CONTACT: Contacts are often not established on a routine basis, requiring the scheduler to identify and locate the appropriate person to contact or to apply significant skill and knowledge in determining to whom a telephone call or visitor should be directed. The purpose and extent of each contact is different, and the role and authority of each party is developed during the course of the contact. PURPOSE OF CONTACTS: The purpose of the contacts is to plan, coordinate, or advise on work efforts or to resolve operating problems by influencing or motivating individuals or groups who are working toward mutual goals and who have basically cooperative attitudes. PHYSICAL DEMANDS: The work is normally sedentary, but includes some walking, standing, bending, and carrying of light items such as papers and books. No special physical demands are required to perform the work.. WORK ENVIRONMENT: The work is performed in an office setting. The work area is adequately lighted, heated, and ventilated. DRUG USE: The Secretary of the Navy has determined that the illegal possession or use of drugs and paraphernalia in a military setting contributes directly to military drug abuse and undermines command efforts to eliminate drug abuse among military personnel. The policy of the Department of the Navy (including Marine Corps) is to deter and detect drug offences on military installations. Measures taken to identify drug offenses on military installations and to prevent introduction of illegal drugs and paraphernalia include routine random inspection of personal possessions on entry or exit. If there is probable cause to believe that the contractor has been engaged in use, possession, or trafficking of drugs, the contractor may be detained for a limited period of time until he or she can be removed from the installation or turned over to the local law enforcement personnel having jurisdiction. When illegal drugs are discovered in the course of an inspection or search of a vehicle operated by a contractor, the contractor and vehicle may be detained for a reasonable period of time necessary to surrender the individual and vehicle to appropriate civil law enforcement personnel. Action may be taken to suspend working privileges as well as installation driving privileges. Implicit with the acceptance of this contract is the agreement by the contractor to comply with all Federal and State laws as well as regulations issued by the commander of the military installation concerning illegal drugs and paraphernalia. DUTY HOURS: The incumbent shall provide 80 hours of service every two weeks. Services shall be provided for an 8.5 (to include .5 hours uncompensated for lunch) or 9 hour (to include 1 hour uncompensated for lunch) period between the hours of 0700 and 1900. Services shall typically be provided Monday through Friday. Specific hours will be scheduled by the Department Supervisor. ABSENCES AND LEAVE: The incumbent shall accrue 6 hours of personal leave per 80 hour period worked. Personal leave shall be used for absences due to both sickness and planned vacations. Services shall not be required on the following federally established paid holidays: New Year?s Day, Martin Luther King ?s Birthday, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran?s Day, Thanksgiving Day, and Christmas Day. The Government will not provide compensation to the contractor for personal leave or holidays. The Government will pay the contractor for actual hours worked only.
