Description
This notice is provided on a competitive basis, with an intent to award a firm-fixed price order for Medical Writer services. This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00250-02-T-0083, is issued as a request for quotation (RFQ). This is a small purchase, small business set-aside. The NAICS Code is 561499 and the Size standard is $5.0. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-07. The performance period is 23 September 2002 through 22 September 2003. The Statement of Work reads: SCOPE: The work to be performed is generated at the Naval Training Center and Naval Medical Center, San Diego. The contractor is a Medical Writer to research and write manuscripts and abstracts for peer-review and perform literature searches specifically for the PRK project to use in up and coming study parameters for FDA/BUMED protocols in the on going PRK study. During the term of this contract, the contractor agrees to perform on behalf of the Government the duties as a Medical Writer, in which the incumbent must aid in interpretation of design, statistics, and library skill to research and write manuscripts for extended studies on the PRK FDA/BUMED protocols. DUTY HOURS: The contractor shall be available for inquiry on any manuscripts, graphs and tables developed, Monday through Friday 0800-1700. The contractor shall agree to extend these hours, as necessary to ensure deadlines are met. The Contractor will be compensated with comp hours during a time mutually agreed upon. The contractor will be available for meetings and engagements concerning any part of the development of past, present or future protocols or journals for the duration of this contract. DUTIES: Under the direction of the Research Director and Commander Steve Schallhorn the incumbent shall conduct an interpretation of pre/post operative data collection as well as formulating new medical journals from data collected as part of the photorefractive keratectomy program. Research and write manuscripts and abstracts for peer-review, based on clinical research data in the field of refractive surgery. Conduct library searches for pertinent scientific literature; prepare tables and graphs as directed. Create power point presentations. Incumbent must be willing to travel at least 4 times out of the year. REQUIREMENTS: Requires MD/PHD in biomedical or biological science, 10 years experience in medical writing. Prepare manuscripts for submission to peer-reviewed journals, writing abstracts based on research, creating Power Point presentations and performing literature searches online. Strong writing and analytical skills are required as well as excellent organizational skills. Ability to communicate orally and in writing using universal English. Proficient with computers and familiar with software for word processing, database management and statistical analysis. This includes Microsoft office (Word, Excel, PowerPoint and Access). Demonstrate ability to work independently and to interpret and present complex data clearly is required. Experience in ophthalmology, refractive surgery and laser surgery helpful. Must be able to transmit documents via fax and email. Work on site in San Diego up to one day a week and also work up to 20 hours a week. The contractor shall comply with the medical staff rules; regulations and bylaws related to clinical practice as promulgated by the MTF commander and the nationwide standards of practice of the photorefractive keratectomy research studies. The contractor shall become acquainted with and obey all station regulations, shall perform in a manner to preclude the waste of utilities, and shall not use Government telephones for personal business. All motor vehicles operated on DOD installations by the contractor shall be registered with the base security service according to applicable directives. Eating and smoking by the contractor are prohibited in patient care areas and are restricted to designated areas. All financial, statistical, personnel and technical data which is furnished, produced or otherwise available to the contractor during the performance of this contract are considered confidential business information and shall not be used for purposes other than performance of work under this contract nor be released by the contractor without prior written consent of the Contracting Officers Representative or his designated representative. Any presentation of any statistical or any analytical materials, or any reports based on information obtained from studies covered by this contract, will be subject to review and approval by the COR before publication or dissemination. The Secretary of the Navy has determined that the illegal possession or use of drugs and paraphernalia in a military setting contributes directly to military drug abuse and undermines command efforts to eliminate drug abuse among military personnel. The policy of the Department of the Navy (including the Marine Corps) is to deter and detect drug offenses on military installations. Measures taken to identify drug offenses on military installations and to prevent introduction of illegal drugs and paraphernalia include routine random inspection of personal possessions on entry or exit. If there is probable cause to believe that the contractor has been engaged in use, possession, or trafficking of drugs, the contractor may be detained for a limited period of time until he or she can be removed from the installation or turned over to the local law enforcement personnel having jurisdiction. When illegal drugs are discovered in the course of an inspection or search of a vehicle operated by a contractor, the contractor and vehicle may be detained for a reasonable period of time necessary to surrender the individual and vehicle to appropriate civil law enforcement personnel. Action may be taken to suspend working privileges as well as installation driving privileges. Implicit with the acceptance of this contract is the agreement by the contractor to comply with all Federal and State laws as well as regulations issued by the commander of the military installation concerning illegal drugs and paraphernalia. The contractor must be able to read, write, speak and understand the English language fluently. FAILURE TO PERFORM: Should the contractor be unable to perform duties under this contract due to medical or physical disability for more than 13 consecutive days or because of questions concerning competency, ethics, or conduct, performance under this contract may be suspended by the contracting officer until such medical or physical disability is resolved, or until such questions concerning competency, ethics, or conduct have been resolved. If performance under the contract is so suspended, no compensation or reimbursement shall accrue to the contractor so long as performance is suspended. ABSENCES AND LEAVE: The incumbent shall accrue 6 hours of personal leave per 80 hour period worked. Personal leave shall be used for absences due to both sickness and planned vacations. Services shall not be required on the following federally established paid holidays: New Year?s Day, Martin Luther King ?s Birthday, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran?s Day, Thanksgiving Day, and Christmas Day. The Government will not provide compensation to the contractor for personal leave or holidays. The Government will pay the contractor for actual hours worked only.
