- This procurement is for a Solid Waste Horizontal Baler. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. N47408-02-T-0339 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-4. The procurement is 100 per cent set-aside for Small Business; NAICS Code is 333999 and the small business standard is 500 or less employees. DESCRIPTION: CLIN 0001 Quantity (1) each Solid Waste Horizontal Baler standard equipment shall be similar or equal to the function of a (Model Excel EX66). The solid waste horizontal baler should be constructed of high quality steel, designed for indoor use in a wide range of refuse or recycling settings. Workmanship of the equipment to be furnished shall commensurate with the requirements of this specification and be of such quality that denotes the performance of skills and experience of personnel trained in the field of work performed. The following items will be purchased from one manufacturer that meets the following specification to include, Four Bundles of Baling wire compatible with Baler (minimum 12 gauge 145K psi), Hydraulic oil MSDS to be shipped with baler, Power requirement of 208 to 240 VAC 3 phase, 100 amps main, Cycle time of less than 30 seconds, Bale size of 31H inches X45W inches X64L inches (plus or minus 6 inches in each dimension), Platen Pressure of greater than or equal to 90 psi, Baler weight less than 20,000 lbs, Baler dimensions (Length is15 feet plus or minus 2 feet, Width is 8 feet plus or minus 2 feet, Height is Hopper must accommodate feed conveyer bottom height of 7.5 feet, Hopper extensions should be used to help prevent influent solid waste spillage), Programmable controller, Baler to have two 6 inches bore hydraulic cylinders to power main ram, Baler feed opening to be a minimum of 50 inches wide by 35 inches long, Paper and OCC Bale density greater than or equal to 23 lb./cu. ft., Baler main motor greater than or equal to 20 hp, Photocells (photo eyes) to monitor and facilitate automatic operation, Baler to have startup alarm and beacon light, A remote emergency stop button connected to the existing solid waste conveyer system. Equipment shipping weight is less than or equal to 20,000 pounds. Equipment Installation - The contractor shall install the equipment at the consignees facility within twenty (20) days after delivery of the equipment. The contractor shall provide all labor and resources required for the installation including an electrician to connect the equipment to an existing electrical power source (at a distance no greater than 50 feet) in accordance with local regulations and laws. The contractor shall provide a low profile moving platform(s), such as skates, to maneuver the equipment through the facility doorway. The consignees facility shall provide a forklift to help unload and position the equipment once inside the facility doorway. The contractor shall coordinate and direct the positioning of the baler to be fed from the facilitys existing conveyer equipment. The contractor shall validate the installation of the equipment by operating the equipment within twenty-five (25) days of delivery or completion of baler housing facility if not available by date of delivery. The contractor shall provide all labor and resources for the start-up operation. Operation of the equipment shall include modes and evolutions for which the equipment is intended to perform. The contractor shall verify that performance, controls, instrumentation and gauges indicate that the equipment is operating properly and within design parameters. Activity Personnel Training - The contractor shall provide training for personnel at the receiving activity after installation and start-up of the equipment and within thirty (30) days of delivery of the equipment. The contractor shall provide all labor and resources for the training. The training shall include operation and preventative maintenance evolutions on the equipment and shall be consistent with instructions in the contractors operation and maintenance manual. The contractors instructor shall be expert in the operation and maintenance of the equipment and shall have a prepared training agenda. The contractors operation and maintenance manual shall be used as a training aid. Maintenance Manuals - quantity of 4. O&M Manuals to be delivered with baler. Warranty - the warranty shall include a minimum of 1 year for parts and labor commencing after the complete installation of the system. Delivery Date is two months from date of award. CLIN 0002 Shipping charges to Recycling Center, Great Lakes, IL 60088. FAR Provisions 52.212-1 and 52.212-2, Evaluation-Commercial Items applies. Evaluation criteria will be technical acceptability, price and past performance. Offerors are to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. A copy of this FAR provision can be obtained through download using the World Wide Web with Arnet.Gov/far. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies as well as FAR Clause 52.212-5 (Deviation), Contract Terms and Conditions Required to Implement Statutes for Executive Orders-Commercial Items. The FAR clauses cited in 52.212-5 (Deviation) apply; 52-252.2, 252.212-7001, 52.232-33, 252.204-7004, 52.225-1, 52.232-33, 252.225-7000, 252.225-7001.
