- The Bureau of Alcohol, Tobacco and Firearms (ATF) intends to negotiate on a Sole Source Basis with Brian Yerich dba S.E.T.D. Law Enforcement Inc. to procure (27) each portable explosive (inert) training kits. Sets will be shipped to 14 different locations across the country for receiving by 9/23/02. Displays sets are of inert, precise replicas of actual materials in the following categories: Commercial Explosives, Military Explosive Ordinances and Improvised Explosive Devices. One set of training aids, consisting of two portable training aids kits. Portable cases used are to be durable, heavy gauge plastic material with aluminum frames and key-controlled locking hardware. Cases used are to have a history of durability that can be researched by the requestor. All inert training aids are to be securely mounted in a mechanical manner to endure shipment, vehicular carry and storage, some exposure to environmental extremes indigenous to the Continental US and Possessions. All exemplar-training devices will be totally inert. No amount of pyrotechnic or explosive powder or material or trace/residue thereof may be present in order to be able to ship required cases via air carrier freight service or to transport aboard commercial air carrier as checked luggage. The majority of the devices (better than 75%) must be actual devices, wrappers, containers, vessels that are commonly encountered by explosives specialists and bomb technicians. Manufacturer/supplier must have current, valid experience and knowledge of commercial explosives, military explosive ordinance and improvised explosive devices that are encountered in the contemporary law enforcement field. ATF Canine Branch will have the final approval authority for the content and structure of the proposed training kits. Deviations from the final approved prototypes cannot be permitted. Required (inert) contents: (1) Detonators, Commercial 3 common types electric, non electric and nonell, Military 1M7 non-electric detonator & 1 M6 electric detonator, Electric Match (2) Commercial Low Explosives 2 Empty powder cans one of each type SP, BP, 12in commercial safety fuse, 12in 3/32in dia fuse (3) Commercial High Explosives Detonating Cord one 25 grain, one 50 grain and one 400 grain, 12 inches, any color, Emulsion 1 1/4in x 16in, 2 ea. 1 1/4in x 8in NG Dynamite (one deteriorated) & one stick 2in x 12in,Dynamite 40-60%, Slurry Chub 1 1/4in x 6in Tovex or Iremite Dernex 100, Slip on Booster, Cast Booster 2in x 4in Seismic Charge 3in x 14in, Kinepak 1/2 lb. Stick, Detasheet 4in square, 1 each caulk tube explosive, 1 each vial of ammonium nitrate prills (4) Military High Explosives - 12in Mil Time Fuse, 12in Mil Det Cord, TNT block 1/4 and 1lb TNT Demo Charge. Charges, M112 C4 Block, Hand grenades Mk II, M26, M67, type, 1 each 1/2in copper pipe IED, 1 piece of flex X sheet explosives 4in (5) Pyrotechnic/Fireworks Items -, 1 each M80, M250, M500, M1000, 3in Cylindrical aerial shell, CO2 cartridge IED, PVC pipe IED 1in x 4in, Steel pipe IED 1in x 4in, Diversionary Device (Flash Bang) (6) Specialty Items Linear shape charge, Explosive cutting tape (7) Logo Attachments Bureau of Alcohol, Tobacco and Firearms (3 1/2in adhesive seal) (8) Additional Items All items will be labeled with engraved multi-layered acrylic ID tags, size 31/4in x 3in. All inert explosives will have commercial United States markings where applicable. All items to be mounted on a poly carbonate base. All cases will be serial numbered. All cases will contain foam packing material for transport. All cases will include instruction, laminated for durability. This procurement is a total Small Business Set-Aside and an award will be made utilizing the simplified acquisition procedures under FAR Subpart 13.5. Awardee must be registered in the Department of Defense (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT). The reason for the sole source justification is because of standardization of the custom made ATF kits and the deliver date for the kits to be received.
