- This is a modification to previous synopsis dated August 8, 2002. General Services Administration (GSA) is soliciting competitive proposals, for Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts for general construction services with design/build capabilities to include: Interior and exterior building construction and repair, alterations and enhancements including but not limited to electrical, carpentry, masonry, plumbing, mechanical, security, architectural, landscaping, storm drainage, exterior restoration, waterproofing, repointing, cleaning, sealing and other repair/alterations or construction or demolition services as specified, design-build services, earthwork, miscellaneous drainage structures such as culverts and headwalls, pavement repair and construction and other miscellaneous minor civil work items. The primary performance areas are the following Zones: Zone I - Alaska (8(a) Set-Aside); Zone II - Washington and Idaho (HUBZone Set-Aside); Zone III - Montana, Wyoming, Utah, and Colorado (Small Business Set-Aside); Zone IV - North Dakota and South Dakota (Small Business Set-Aside); Zone V - Minnesota and Wisconsin (HUBZone Set-Aside); Zone VI - Michigan (HUBZone); Zone VII - New York (HUBZone Set-Aside); Zone VIII - Maine, New Hampshire, and Vermont (HUBZone); and Zone IX - California and Arizona (HUBZone Set-Aside). Awards will be made by zones within the primary areas. The duration of the contract(s) shall be for a period of one year with four one-year options. The maximum ordering limitation of each contract is up to $35 million per year per contract. This negotiated procurement will be accomplished by using source selection procedures, which will result in award of a firm fixed price contract to the contractor(s) offering the best value to the Government. Technical ability is more important than price. Any documents related to this procurement will be available via the Internet only. No hard copies will be available. Contractors are responsible for downloading their own copy of all documents. These documents will be in .pdf (Adobe Acrobat) format and will be available at www.fedbizopps.gov on or about September 6, 2002. It is the contractor's responsibility to monitor this site for the release of any information or documents in the special notices, the solicitation and amendments, if any.
