Description
The Naval Air Systems Command is seeking interested sources to provide Organizational and Intermediate level aircraft maintenance for the T-2 aircraft and associated equipment used in the training of student naval aviators and undergraduate naval flight officers in order to meet the annual flying program. Organizational level maintenance includes, but is not limited to, flight line servicing, inspecting, lubricating, adjusting and replacing parts, minor assemblies and subassemblies. It is essential to allow a smooth transition from the current, but outgoing T-2 aircraft to the incoming, replacement T-45 aircraft. Replacement of the T-2 with the T-45 is scheduled for FY2002-2010. The current Aircraft Planning Data File will be provided when requested. The contractor shall perform all scheduled and unscheduled maintenance on T-2 aircraft, HH-1N and UH-3H SAR Helicopters located at Naval Air Station (NAS) Meridian, Mississippi and NAS Pensacola, Florida. The contractor shall maintain aircraft logbooks and records including all documentation associated with the Maintenance Data System. The contractor shall maintain SAR equipment, support equipment, the Individual Material Readiness List, Aviation Life Support Systems (ALSS) Equipment, and the Technical Publications Library. The AIMD services at NAS, Meridian, MS will be for the T-2 aircraft, HH-1N SAR Helicopters and includes calibration services for the T-45 aircraft. AIMD services at NAS Pensacola will be for the T-2 aircraft, UH-3H, SAR Helicopters, and limited support, primarily for support equipment, batteries, and ALSS equipment for the T-34, T-39, T-1A and TH-57 aircraft. AIMD services at NAS, Corpus Christi, TX will be for the T-34, T-44, T-45, H-53, and TC-12 and will be limited primarily to support equipment, batteries and ALSS equipment. AIMD services at NAS Corpus Christi, TX provides services for U.S. Customs P-3 aircraft under an interservice regional support agreement among government agencies. The AIMD at NAS, Corpus Christi also includes a Regional Calibration Laboratory that supports Shore Intermediate Maintenance Activity, Ingleside, TX, NAVAIR, Corpus Christi Army Depot, and other customers in the region. The contractor shall provide intermediate level aircraft maintenance on these aircraft, engines, avionics, electrical equipment, support equipment and the related component overhaul and repair using approved maintenance procedures and test equipment to return components to Ready-For-Issue status utilizing government facilities and logistics. The period of performance will cover a one-year base period and five, one-year options. The Navy expects to release a formal synopsis on or about 4 Jun 02. A draft Request for Proposal (RFP) to industry should be release on or about 23 Jul 02. Industry Day with Site Visits is planned for on or about 12 Aug 02 through 16 Aug 02. Formal RFP release is planned for on or about 5 Nov 02 with proposals due back on or about 28 Jan 03. Award is planned for on or about 30 Apr 02, with a one-month phase in (1 Sep 03 through 30 Sep 03) and performance start date of 1 Oct 03. Interested parties should review these documents as they are released and provide any comments via email to this office. The Navy will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition. The Navy plans to use the Internet and e-mail as the primary means of disseminating and exchanging information.
