- Description
- The Agency for Public Health and Science (OPHS), Office on Women's Health (OWH), through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 18 month sole contract using simplified acquisition procedures, to the UIC Breast-feeding Service, University of Illinois Medical Center at Chicago, UIC Breast-feeding/ Lactation Service (Mail Code 599), 1740 West Taylor Street 4120 West, Chicago, Il 60612. The anticipated date of award is September 9, 2002. The purpose of the contract is to provide assistance to the Office on Women's Health (OWH) within the Department of Health and Human Services (HHS) in launching a pilot effort to implement and fund a Community-Based Demonstration Project for Breastfeeding that will promote breastfeeding among first-time mothers. The goal of this agreement is to increase the rates of exclusive breastfeeding (at initiation and for the duration of 6 months). Specific populations to be targeted will include African-American, Native-American, Asian Pacific Islander, rural and low-income women, as well as teenagers and mothers of intensive care unit babies, etc. Applications should target women and families who are not currently receiving breastfeeding messages, information and services through other health care or assistance programs. The National Breastfeeding Awareness Campaign (NBAC) is based on the philosophy that self-efficacy (or a belief in one?s own ability to successfully perform a behavior) is the most important prerequisite for behavior change. With the assistance of the Campaign, this community demonstration project will attempt to build self-efficacy through educating women about the benefits of breastfeeding and empowering them to choose to breastfeed and creates awareness that it is normal desirable and achievable. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
