Description
The Defense Information Technology Contracting Organization (DITCO), Information Systems Services Division, Hardware/Software Branch (DITCO/AQSS31), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source contract to Managed Objects, 7925 Westpark Drive, McLean, VA 22102. This acquisition is for enterprise software licenses and technical integration services for proprietary products from Managed Objects. General requirements are as follows: Standardize the ESM architecture at a primary and alternate site for NIPRnet and SIPRnet in coordination with the Computing Services Enterprise Architecture Task Force design. Standardization of the platforms is based upon field experience since the beginning of the related projects. The primary NIPRnet operating environment consists of several associated products for the management of the enterprise. Managed Objects formula provides the presentation layer through which the various levels of management, technicians, and customers view the environment according to the permissions they were granted upon setup. Events from each of the operating environments, including server and mainframe, are fed either through the Tivoli Enterprise Console or directly into the formula server. The technical integration services are scheduled at the convenience of the government and may span multiple fiscal years. The place of performance will be at the discretion of the government and could be at any of the 16 operational DISA locations, including DISA Montgomery at 401 East Moore Drive, Bldg 857, Gunter Annex Maxwell AFB, AL 36114 or at the Managed Objects facilities at 7925 Westpark Drive, McLean, VA 22102. BSA and Portal Views - Managed Objects will provide professional services to help implement the software licenses being procured on a single global Managed Objects formula server in the new ESM Architecture. TMS Remedy will be interfaced into the environment to provide the auto-population of candidate trouble tickets to the SMC/Help Desk with the click of a mouse. Knowledge Management facilitates the resolution of the issues through canned solution sets. IA&CMS will provide a database automatically populated with data gleaned through Tivoli Inventory scans. WebSphere will give the web portal capability to the environment. To ensure reliability and backup and recovery, Veritas products will provide backup, data replication and clustering across platforms, a function no other product investigated can provide reliably. Reporting can be at the touch of a button using Crystal Reports. Capacity planning and management as well as trend analysis are provided through Fortel. DISA Computing Services reserves the right to determine if all technical criteria are met to satisfy this requirement. The contractor shall perform the following: Create an interface that will generate a "TM Candidate Action" using a Right Click operation. This should allow the user to select an alarm line, right-click the alarm, and chose "Create Candidate Action"; Create a pop-up screen with ALL the information necessary for a Remedy ticket; Require confirmation that the user does wish to create this Candidate ticket; Generate an interface to Remedy as a result of the user confirmation to auto-populate the Remedy ticket with Candidate Action information; Provide services for the installation and testing of the Managed Objects products and related interfaces to include the Business Service Analyzer, Event Integrator to collect What's Up Gold events, and the JSP Toolkit. The deliverable for this integration service is the software code including source and binaries, executables, and associated documentation. Product upgrades, patches, documentation, etc., are to be delivered to the designated central site. This central site, SSO Montgomery Configuration Management, has distribution rights. The government has the right to make copies for distribution and re-release as needed. All sites must contact the central ESM government site for technical support and may not directly contact the vendor. SECURITY - This contract (SOW) provides for access to Government computer systems. All contractor personnel performing service under this contract are designated as Critical Non-Sensitive, ADP II positions, and must have a favorably completed National Agency Check with Inquiries (NACI) prior to performance.Description of Supplies/Services is as follows: CLIN 0001 Enterprise software license for Business Service Analyzer, SKU BSA1001, Qty 1 each; CLIN 0002 Enterprise software license for Event Integrator Engineer Package, SKU EVE1001, Qty 1 each; CLIN 0003 Enterprise software license for Portal View Package, SKU FPP2001, Qty 1 each; CLIN 0004 Technical Integration Services Business Service Analyzer and Portal View software, SKU BSM1001, Qty 28 man-days; CLIN 0005 Technical Integration Services for the TMS Remedy Interface, SKU BSM1001, Qty 12 man-days. These software products and services are proprietary to Managed Objects and are protected by copyright laws. No third party maintenance is authorized. Delivery and integration services are required not later than 30 Sep 2002. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed enterprise software licenses and technical integration services must submit a quote not later than COB 3 Sep 2002. Oral communications are not acceptable.
