Description
This is a combined commercial item synopsis/solicitation prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is a request for quote. The solicitation number is QA1330-02-RQ-02-0030 and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-8. The contract will be a firm-fixed price order. The National Data Buoy Center (NDBC) Stennis Space Center, MS 39529 intends to purchase two environmental temperature chambers. The description of the unit is as follows: ENVIRONMENTAL TEMPERATURE CHAMBER(REACH-IN TYPE) FOR THE NDBC TESTING LABORATORY; MINIMUM REQUIREMENTS - TEST VOLUME SIZE 3FT X 3FT X 3FT(NOMINAL); TEMPERATURE RANGE - 60 DEGREES C TO +170 DEGREES C (OR GREATER); CONTROL TOLERANCE - +/- 0.5 DEGREES C OR BETTER AFTER STABILIZATION AT SET POINT; HEATING PERFORMANCE: AMBIENT(+23 DEGREES C) TO 90 DEGREES C IN 20 MINUTES OR FASTER(EMPTY CHAMBER, NO LIVE LOAD); COOLING PERFORMANCE: AMBIENT(+23 DEGREES C) TO -50 DEGREES C IN 20 MINUTES OR FASTER(EMPTY CHAMBER, NO LIVE LOAD); WORKSPACE INTERIOR DIMENSIONS: 36"W X 36"H X 36"D MINIMUM SIZE; TEMPERATURE UNIFORMITY: +/-0.7 DEGREES C; HUMIDITY CONTROL: NONE REQUIRED; INSTRUMENTATION: PROGRAMMABLE CONTROLLER WITH SET POINT AND TEMPERATURE PROFILE SELECTION - RS-232 COMMUNICATION(OR RS-422 OR RS-485); ELECTRICAL POWER: 230 VOLTS, 3 PHASE, 60 Hz(MAIN POWER DISCONNECT SWITCH REQUIRED); INTERIOR: 300 SERIES STAINLESS STEEL - HERMETIC SEAL CONSTRUCTION; EXTERIOR: HEAVY-GAUGE COLD ROLLED STEEL WITH ENAMEL PAINT PROTECTION - SEAMS SEALED TO PREVENT MOISTURE MIGRATION; PRODUCT SAFEGUARD: PRECISION ADJUSTABLE HIGH AND LOW TEMPERATURE SETTING FOR EMERGENCY CHAMBER SHUTDOWN(WITH AUDIBLE ALARM); OVER TEMPERATURE SAFETY: FACTORY SET FOR NOT EXCEEDING CHAMBER DESIGN LIMITS; REFRIGERATION SYSTEM: AIR COOLED-CFC-FREE REFRIGERANT, CAPABLE OF OPERATION INSIDE AN AIR CONDITIONED LABORATORY AREA(23 DEGREES C, 50% RH); LIVE LOAD CAPACITY: -40 DEGREES C, 800 WATT OR GREATER; ACCESS PORT: TWO 4" DIAMETER PORTS THROUGH RH SIDE WALL(WITH COVERS); THERMAL INSULATION: ASBESTOS FREE; FLOOR SUPPORT: STEEL CASTERS; GAUGES: REFRIGERANT PRESSURE GAUGES, EASILY ACCESSIBLE; INTERIOR LIGHTING: NONE REQUIRED UNLESS SUPPLIED WITH STANDARD CHAMBER DESIGN; INTERIOR SHELVING: NONE, BUT EASILY REMOVED IF SUPPLIED AS STANDARD; RECORDING INSTRUMENTS: NONE; VIEWING WINDOW: NONE REQUIRED UNLESS SUPPLIED WITH STANDARD CHAMBER DESIGN; MANUALS: COMPLETE SET OF OPERATION AND MAINTENANCE MANUALS THAT INCLUDE ELECTRICAL DRAWINGS, MECHANICAL DRAWINGS, PARTS LIST, AND MAJOR COMPONENTS SPECIFICATIONS; FACTORY ACCEPTANCE: TEST OF CHAMBER AT THE FACTORY TO BE WITNESSED BY NATIONAL DATA BUOY CENTER REPRESENTATIVE.
