- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on R M L RFQ 2035. Receipt of quotations will be due fifteen days (15) after the publication date of this combined synopsis/solicitation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08 dated 06/27/02. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industry Classification System Code (NAICS) for this procurement is 333314 and the size standard is 500. SCHEDULE: The Rocky Mountain Laboratories has a requirement for a Confocal microscope. FOB Point shall be Destination, Hamilton, MT. Inside delivery shall be 30 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 South 4th Street, Hamilton, MT. It is mandatory that the confocal system to be purchased have the following features: (1) Fast image acquisition, up to 360 images per second, for live cell analysis. Some of the events to measure occur within 1-2 minutes while others may occur over a period of several hours. (2) A Micro lens-enhanced Nipkow disk scanner (Yokogawa CSU10 Scan head) is required as this system will be used primarily for live cell imaging - photo toxicity and photo bleaching must be extremely low. (3) The ability to image intracellular processes (bright field and confocal) for the full duration of the event (up to several hours) without destroying the cell or the fluorescence. (4) High speed multi beam excitation to excite fluorophore molecules at a high frequency but with low intensity. (5) A multi line laser (488, 568 and 647nm) with automated selection for high-resolution co-localization of proteins in individual cells. (6) Multi beam excitation and multipoint detection to minimize the level of photo bleaching of the probe and enable sensitive biological processes to occur without photo damage. (7) A highly sensitive CCD camera (dynamic range greater than 2,000:1) (instead of photo multiplier tubes) with high quantum efficiency (QE greater than 50% from 400nm to 700nm), fast readout (9 fps without binning - 16 fps with binning) and high signal to noise ratio is required to allow the visualization of extremely dynamic events without any loss in resolution. Camera specifications; 12 or 16 bit, 1344 x 1024 pixels, Grade 0 chip, binning and sub array for increased speed. (8) It is crucial that the confocal microscope purchased be compatible with the Nikon TE2000 microscope (designed specifically for High Precision - Multi mode, live cell microscopy). (9) The system must be stable and suitable for a multi user facility. (10) Optiplex GX400 computer, 1 Gig RAM, AGP graphics card, 40 Gb hard drive minimum, CD writer, Pentium 4 chipset, 1.3 Ghz processor minimum, 5 PCI slots, 1.44 Mb floppy drive, Windows 2001. (11) High resolution 19 inch monitor. (12) Software for live cell imaging and multiple fluorophor image acquisition and analysis. Must include the following; 12 bit imaging, variable readout speed, fully automated image capture, time lapse morphometric measurements, asymmetric binning, sub array, fast sequential image capture of multiple probes, advanced image analysis (co-localization, multiple regios of interest, object counts and measurements), control of z-stage. In addition the software must be capable of various image display modes including; video play back, AVI movies, image annotation, automatic scaling, display histograms, pseudocolor, 3D pixel mapping. (13) Image processing and enhancement abilities must include; image overlay, ratioing, thresholding, edge detection. (14) 3D and 4D visualization of confocal images captured as stacks, with volume rendering and conversion to AVI movies. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial; Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications-Commercial Items. FAR 52.212-2 Evaluation-Commercial Items; Quotations will be evaluated on the following criteria, the ability to meet the technical specifications as stated above. The government intends to make an award based on: (1) The Government technical specifications requested in #1-#14 above. (2) Price (3). Delivery (Delivery Warranty information to include period of coverage shall be stated.) (4) Offerors must include with their offer certification that all hardware and software offered are Y2K compliant. FAR 52-212-4 Contract Terms and Conditions-Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition. Offers may be mailed or faxed to the POC indicated above (Fax - 406-363-9288). Offers must be submitted not later than 4:30 PM (MST), September 11, 2002.
