- Description
- The US Marshals Service (USMS) intends to contract with Aardvark Tactical, Inc. for the procurement of up to 720 units of body armor during the base year with options for up to 250 additional units in each of the four (4) option years as well as optional additional quantities of up to 1,000 units in each period as needed. To meet the intended use requirements of the USMS the body armor must meet the following specifications: General Characteristics: Weight of .78 lbs per sq. ft or less; thickness of .205 inches or less; Ballistic Performance: Must be NIJ certified under Standard NIJ 0101.04 as a threat level IIIA; must have an NIJ approved independent laboratory tested 9mm V-50 of greater than 1800 fps and a .44 Magnum V-50 of greater than 1700 fps. In addition to the NIJ testing, the armor must also have been tested by an independent laboratory for the following special threats: 7.62x25mm Tokarev SJLC 86gr. at an average velocity of 1500 fps or greater; 9mm Winchester Western SXT 127 gr. +P+ at an average velocity of 1350 fps or greater; 9mm GECO 124 gr. FMJ (Steel jacket/lead core) at an average velocity of 1300 fps or greater; 9mm Fiocchi 115 gr. FMJ (Copper jacket/lead core) at an average velocity of 1300 fps or greater; 9mm Sellier & Bellot 115 gr. FMJ (Steel Jacket/Lead Core)at an average velocity of 1250 fps or greater. Such independent testing must include 6 shots per panel, 2 of which are fired at 30 degree angles. Aardvark Tactical Inc. is the only vendor that has been identified as capable of providing body armor meeting the above specifications. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
