Description
The FAA's Oceanic and Offshore Integrated Product Team has developed and implemented controller-pilot data link communications (CPDLC) services in FAA-operated Pacific oceanic airspace. In conjunction with Future Air Navigation System (FANS) avionics-equipped aircraft, CPDLC provides the means for controllers to communicate with aircrews via data link. The FAA, in cooperation with the Japanese Civil Aviation Bureau (JCAB), co-chairs the Informal Pacific ATC Coordinating Group (IPACG) in the North/Central Pacific, and in cooperation with New Zealand, Australia, French Polynesia, and Fiji jointly hosts the Informal South Pacific ATC Coordinating Group (ISPACG) in the South Pacific. These two groups have established FANS Interoperability Teams (FITs) with a mandate to facilitate this developing technology's use among all the airlines, States, and air traffic service units involved. The FITs require support services to achieve their important goals of problem resoluti! on, system performance assurance, and planning and testing of operations that will enable the realization of benefits for all FANS users and oceanic data link stakeholders operating throughout the Pacific. These support services have been provided by the Boeing Company (Boeing) under a fixed-price, short-term contract that was awarded July 1, 2000, and expires June 30, 2002. The FAA has a critical need for follow-on efforts to meet the continuing need for technical support services, which is estimated to cost $250,000 per year for five years of support. Because the work is expected to decrease as experience increases, and because the need may disappear entirely before the end of five years, the period of performance for this effort will be from date of award through 30 June 2003, with four options for renewal of one-year each. The continuing effort includes meeting several critical deadlines, requiring use of a contractor with expert knowledge of FANS implementation, as we! ll as past and planned IPACG and ISPACG FIT activities. Experience has also shown that we must use a contractor with hardware and software capable of full-fidelity simulation of the flight management systems of Boeing aircraft in service in the Pacific. The contractor must also provide full-fidelity real-time CPDLC facilities that can communicate with airborne, and test bench equipment in several US facilities via satellite. The FAA requires support services to maintain the database of system problem reports and performance data submitted by Pacific stakeholders (e.g. data link service provides, satellite communications service providers, airframe operators, avionics manufacturers and air traffic service providers.) The contractor will be responsible for the evaluation, investigation, and recommendation of disposition of problems to IPACG and ISPACG FITs. This effort requires sophisticated decoding software to assist in evaluating CPDLC communications. Interested contract! ors shall respond with a technical statement of experience and proven capability of working with technically equivalent systems and international groups in a similar environment, and a proven record of providing timely and efficient technical support services.
