Helicopter (SUPT-H) Contractor-Provided SUPT-H Pilot Training Services Ft Rucker AL General Information Document Type: Revised Sources Sought Notice Solicitation Number: F41689-02-R-0084 Latest Up-Date: 27 Aug 02 Classification Code: U - Education & training services Contracting Office Address Department of the Air Force, Air Education and Training Command, AETC Contracting Squadron, 2021 First Street West, Randolph AFB, TX 78150-4302 Description This is a revision of the Request for Information (RFI) sources sought posted to FedBizOpps on 22 April 2002. As part of market research, the Air Education and Training Command (AETC) Contracting Squadron is in the process of developing an acquisition strategy for a performance-based service contract to support Air Force Specialized Undergraduate Pilot Training ? Helicopter (SUPT-H). This sources sought notice is an attempt to locate any and all types of small business capable of performing this type of requirement and therefore, is not to be construed as a formal solicitation. Any formal solicitation will be announced separately. The Air Force is interested in determining industry?s capabilities for the contemplated services. The Air Force reserves the right to set-aside a portion of, or this entire acquisition for small business. The following is background information for this requirement: Requirement. This acquisition is for non-personal services necessary to provide administration support (student registrar, scheduling and LAN support); aircrew classroom instruction to include Phase I & II, and Pilot Instructor Training (PIT); flight instruction (Phase I training only); aircrew courseware maintenance and development; and simulator instruction (Phase I, II, and PIT). In addition, maintenance support for approximately 22 UH-1H (basic and first option period) and/or UH-IH-II (Huey II) (options two through six) in support of the Air Force Specialized Undergraduate Pilot Training- Helicopter (SUPT-H) of the 23rd Flying Training Squadron (23 FTS) at Ft. Rucker, AL. Services include student registrar and scheduling (classroom, simulator, aircraft, and airspace); USAF aircrew helicopter classroom academic instruction (academic lectures, academic/flight/device remedial instruction, monitor Computer-Based Technology lessons (CBT), and provide academic testing and evaluation 94 hrs); USAF Phase I helicopter flight instruction (basic helicopter transition maneuvers, emergency procedures, navigation, and instrument flight ? 42-46 flt hrs); 51 hrs of USAF flight simulator instruction: 29 hrs of USAF courseware maintenance and development, instructor guides, lesson plans, presentation media, student workbooks, device mission outlines). Computer-Based Training (CBT) lessons 9 hrs, grade sheets, and tests. Maintenance and repair of aircrew training aids and cockpit trainers, and USAF helicopter maintenance support ((flight line support, including but not limited to, aircrew launch and recovery, aircraft servicing, aircraft inspection (preflight, thru-flight, and post flight); aircraft and engine scheduled and unscheduled maintenance; aircraft corrosion control and maintenance management (plans, scheduling and documentation, Quality Control (QC), Maintenance Operation Center (MOC), and Technical Order (TO) management)) for 22 UH-1H (basic and first option period) and/or UH-IH-IIs at Ft Rucker AL. In addition, the service provider shall also provide off-station aircraft recovery support for UH-1H and UH-1H-II aircraft at Ft Rucker. The service provider shall provide all labor, administrative supplies and material to include student and instructor materials, vehicles, and aircraft parts, supplies, and materials to include oils and lubricants. Tools, support equipment, and aerospace ground equipment will be acquired by the service provider and will become Government property. Period of Performance. The mobilization period at Ft Rucker, AL is projected not sooner than 2 Jan 04 - 3 Mar 04 and the basic period of performance for full operation and maintenance is scheduled not sooner than 01 Apr 2004 - 30 Sep 2004. In addition to the basic period, the Government intends to include seven (7) 1-year option periods. The Government intends to issue an unrestricted (Full and Open) solicitation; however, it reserves the right to make this a Small Business (SB) set-aside based on the interest and technical capabilities received from SB concerns. All interested business concerns shall as early as possible indicate interest in this acquisition by providing the company name, mailing address, phone number, and electronic mail address to the contracting office. Small Business Set-Aside. The Government reserves the right to consider a small or small disadvantaged business set aside based on responses to this notice. In order for the Government to make a SB set-aside determination, it is requested that SB concerns provide sufficient written information supporting their capability to perform. This information should as a minimum include (a) degree of experience in classroom instruction and in flight-line maintenance of the aforementioned helicopters (b) past corporate and Government contracts with references and points of contact. Provide this required information via electronic mail. For purposes of this acquisition, the North American Industry Classification System (NAICS) code of 611512, Flight Training, will be used. The business size standard is $21.5M. Small, Historically Underutilized, and Women-owned businesses are encouraged to submit a proposal. Additional Information The draft solicitation will be issued to industry on or about 6 Nov 02 with an industry day held at Randolph AFB TX on 4 Dec 02. Estimated solicitation release date is 5 Feb 03. Past performance is due 18 Feb 03. Proposals are due approximately 12 Mar 03. Personnel and facility will have a secret clearance. Prospective Offerors must have the financial backing to defray mobilization and operating costs for approximately sixty (60) to ninety (90) days. Internet and e-mail capabilities are a must!
