- NA The Defense Contracting Command - Washington, on behalf of the Joint Staff, J-8, Simulation and Analysis Management Division (SAMD), plans to pursue a sole source contract with the BIO Group, Inc of the United States, Cambridge, MA to further develop the a gent-based Counter Drug simulation tool and extend the methodology into a more general and robust application for examining future military operational concepts and architectures. The services required to meet the Joint Staff, J-8 needs, as a result of pre vious concept design work (Phase 1) initial agent-based model development (Phase 2), and further expansion of the model (Phase 3 and 3a). The contractor will further enhance the Counter Drug (CD) Simulation as a use case for incorporating co-evolving proc esses and instantiating a methodology that evolves key elements of force structure (Concept of Operations, Force Elements, and Command & Control) by using an agent-based model in support of the Joint Staff. The contractor will make maximum use of methodol ogies and algorithms already developed (both conventional operations research techniques and those using complex adaptive systems). For scoping purposes, development will be limited to the Counter Drug related activities. This should provide the user wit h a better capability to interpret the results (e.g., why the threat changes mode of operation/strategy; how Blue can better manage Red to his advantage based on data signatures for impending change), and (2) Developing and incorporating a genetic algorith um-based strategy evolver that could be used to grow new strategies and evaluate future force designs and concepts of operations.
