Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. US ARMY ARDEC, Picatinny Arsenal, NJ needs to procure one commercially available Specialized High Speed Digital Video Camera System. This procurement request is for a digital high-speed digital video camera system that will be used to evaluate experimental small and medium caliber ammunition, weapons, and their components, and is is required to be compatible to similar existing high speed digital cameras already at TACOM-ARDEC. The camera must have the following salient characteristics and be capable of: 1. Minimum framing rate of 1,000 full frames per second (fps), with a full frame of 1024 x 1024 pixels minimum resolution. 2. Minimum 4 seconds data recording at rate of 1,000 full fps. 3. Recording at framing rates up to at least 20,000 fps at 256 x 128 pixels 4. Exposure time: variable, down to 5 microseconds, and independent of framing rate. 5. Sensor: system shall be capable of delivering a broad dynamic range through provisions to reduce corruption from sensor saturation and blooming. 6. Lens Mount: Compatible with C-mount and Nikon F-mount. 7. Display: Continuous. Viewfinder and Focusing to be capable of being performed by video viewfinder and by laptop SVGA monitor. 8. Trigger: TTL pulse, switch closure. 9. Synchronization image: TTL pulse. Camera Synchronization to start and stop recording simultaneously on multiple cameras 10. Event Marker: TTL pulse, switch closure. 11. IRIG-B Timing: IRIG-B code, with IRIG-B output. 12. Acquisition: Image capture, IRIG-B timing & standard time annotation. Field of view & focus. Sample rate & aspect ratio selection. Shutter speed. Histogram. Brightness & Contrast adjustment. Trigger modes. Continuous record. Save & recall setups. 13. Imager Controller: FireWire digital interface. 14. Full integration compatible with existing TACOM-ARDEC Vision Research Phantom 5 cameras. 15. Network: Via FireWire digital interface (IEEE 1394). 16. Analytical Playback: Immediate playback. Variable playback speeds in forward or reverse. Freezeframe, endless loop. Timing data to be displayed with each image. 17. System shall include a portable Laptop PC Network Controller with FireWire Interface for supporting multiple cameras. 18. System shall include FireWire compatible control units, capable of supporting cable lengths between controller and camera of up to 350m, in single and/or daisy-chained cable lengths. 19. Data cables (FireWire) to be armored and shielded for reliable use in indoor & outdoor working range environments. 20. All required system operation and analysis support software shall be included (CD format). 21. All required operating manuals/documentation shall be provided, either in hardcopy and/or softcopy (CD format). This synopsis/solicitation is issued as a request for quotation,(RFQ), DAAE30- 02-Q-0412. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 201-08. This procurement is North American Industry Classification System (NAICS) code 334310, small business size standard is 750 employees. FOB is destination - US Army TACOM- ARDEC, Bldg. 91, Transportation officer, M/f Attn: Hugh Hutzinger, Picatinny Arsenal, NJ 07806-5000. Delivery to be within 21 days from date of award. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors -- Commercial, 52.212-2, Evaluation -- Commercial Items, the evaluation procedures to be used are must be technically acceptable and price. Offerors must include brochures and literature showing their camera?s performance along with their quotation. Offerors must also include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items, 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. A firm fixed price award will be made to the technically acceptable lowest price offeror. Commercial warranty requirements apply to this acquisition that are consistent with customary commercial practices. Defense Priorities and Allocations System (DPAS) and assigned rating is DO-C9E.
