Description
The Naval Surface Warfare Center, Carderock Division, (NSWCCD) has a requirement for the services currently being provided under contracts N00600-96-D0285 and N00167-98-D-0012. The general scope of work will include scientific, engineering and technical services in the areas of powering, hydromechanics, aeromechanics, and dynamics for conventional ships, submarines (the term to be inclusive of other underwater vehicles), aircraft, air platforms, and advanced craft. Disciplines within these subject areas include ship/system design and development, control system design and validation, computer system development, conversion support, computer modeling and simulation, artificial intelligence, neural networks development, numerical analysis and tool development, propulsion and resistance evaluation, stability and control, ship motions, seakeeping, ocean environment modeling, data an alysis, mathematical modeling, simulation; man-machine interface design, control system and trainer real-time software development, software configuration management, programmatic support, logistics, Computational Fluid Dynamics (CFD), physics based modeling, special projects, planning and quality control, database development and support; planning, design, fabrication and acquisition of new facilities and sea based platforms, and the conduct of tests in various hydromechanics, hydro-acoustics and off shore facilities: and design, fabrication of models, full-scale systems and test apparatus as necessary to demonstrate technological feasibility or prove design concepts. The effort is estimated to require 350,000 man-hours over its five year period of performance. A Department of Defense (DoD) security clearance to the level of Secret for facility and personnel for engineering a nd office facilities will be required. A DoD security clearance to the level of Confidential for shop fabrication and manufacturing facilities will also be required. It is anticipated that an award of a Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee contract will result from this competitive solicitation. The RFP will be issued on or about 08 October 2002, with a closing date of thirty days thereafter.
