- The Regional Supply Office Oceana, Virginia Beach, VA is issuing a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: Proposals are being requested and a written solicitation will not be issued. Solicitation #N60191-02-Q-0012 is being issued as a Request for Quotations (RFQ) and written quotes are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This is a small business set-aside procurement. Engineering, Labor, Materials, Electrical etc. Qty: 1 lot Contractor shall provide pricing for upgrades to the existing Lenel OnGuard Access Control, and CCTV Video & ID Management System. The details of the work to be performed are as follows: 1. Contractor shall remove the existing switcher and camera multiplex unit and replace it with a Pelco System compatible with the new cameras and controllable by the existing Lenel OnGuard Access Control, and CCTV Video & ID Card Management System. 2. Contractor shall remove three (3) existing pole mount cameras from the facility. These units shall be replaced with Pelco Spectra III Low Light PTZ cameras. Contractor shall install 3 new Pelco Spectra III Low Light PTZ cameras on three existing poles (locations to be coordinated). The new camera locations shall be connected via wireless link to across the courtyard, to minimize the expense of trenching. 3. 4. Contractor shall integrate the CCTV subsystem into the Lenel OnGuard Access Control, and CCTV Video & ID Card Management System. Through programming, Alarm Events on the Lenel Access subsystem will automatically cause the CCTV Subsystem to activate preset Pan Tilt Zoom (PTZ) and Camera/Monitor Call Up control sequences. This will ensure critical video information related to the cause of the alarm is available for viewing by the Duty Watch. 5. Contractor shall provide One (1) year warranty and support on the upgraded system and Software & Hardware from the date of acceptance. 6. Contractor must furnish and install all electrical power to equipment and components as required. All outdoor trenching and digging work must meet applicable local, state, and federal codes. Contractor must be certified by both Lenel and Pelco to perform service, maintenance, repair and upgrades to the System. Provision of certification is required.
