Description
The Space and Naval Warfare Systems Center-Charleston (SPAWARSYSCEN-Charleston) intends to negotiate a sole source contract in accordance with FAR 6.302-1 with Analytical Solutions, Inc., 2154 North Center Street, Suite 407D, N. Charleston, SC 29406. The proposed action is to provide technical and logistical services in support of the fielded Common Data Link (CDL) In-Service Engineering Agent (ISEA) configuration, the system installation and upgrade. The contractor shall perform necessary functions to support CDL compliant systems/equipment, including repairs, alignments, overhaul and system operational verification testing (SOVT). Specific equipment or systems shall include, but are not limited to, AN/USQ-123A (V) Common High Bandwidth Data Link - Surface Terminal (CHBDL-ST), AN/USQ-123B (V) CHBDL-ST, CDL-N Block 1, and CDL-N Block 2. Analytical Solutions, Inc., is the only known responsible source that can fulfill the mission requirement. Places of performance are in the North Charleston, South Carolina area; at SPAWARSYSCEN-San Diego, CA, various ashore installations and afloat U.S. Naval ships, both CONUS and OCONUS. This is an initial procurement action. It is intended to be awarded as a Cost-Plus-Fixed-Fee, Indefinite Delivery/Indefinite Quantity type contract consisting of one base year and four 1-year option periods. No solicitation will be made available as a result of this announcement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, any firm that believes it can meet the requirements may give written notification to the individual identified below. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Any response to this announcement is due five (5) days from the date this notice is published. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement is based upon responses to this notice is solely within the discretion of the Government.
