Description

The Social Security Administration (SSA) intends to acquire using Simplified Acquisition Procedures on a sole source basis twelve solid state body-worn recorders (model: Geonautics TAG A1 Whisper from Geonautics International, Inc). The Geonautics A1 Whisper has the following salient characteristics. The Geonautics A1 Whisper is a solid state recorder of very small size, with a recording time of over seven hours, which automatically makes new files - for multiple evidentiary recordings - without having to download previously recorded audio. It has the capability of using RS232 or USB computer interfaces, and will work with either Windows NT or Windows 2000. It also allows the use of the industry-standard WAV file for downloads/playback and it provides an audit trail of identifiers. SSA intends to order the Whisper A1 on a sole source basis from Geonautics because it is the smallest solid state audio recording device currently available, with the highest quality audio and the greatest length of recording time available. It is the only known solid state recording unit that works with the SSA?s Windows NT operating system and will also work with Windows 2000, when SSA upgrades to that operating system. It does not require a special computer board or computer for playback. SSA will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. If necessary, SSA will issue a Request For Quotation (RFQ) for this requirement to interested parties. Responses to this announcement must provide sufficient information for SSA to determine that an organization other than the Geonautics can provide a solid state device of equal or better capabilities as outlined above. If SSA does not receive an acceptable response to this announcement within 7 days of its publication, it will issue an order to Geonautics for the Whisper A1 devices.
